The Water Facilities Authority (Authority) owns and operates an 81 MGD conventional water treatment facility that treats imported State Project Water, located in Upland, California. The Authority is seeking a motivated and experienced Working Supervisor to lead and support a team in the operation and maintenance of the Authority’s water treatment and distribution systems. This hands-on leadership role requires a strong work ethic, the ability to lead by example, and a commitment to maintaining productivity, safety, and quality standards. The Working Supervisor will plan, organize, and oversee daily activities, perform technical tasks as needed, and provide operational support to the Operations Manager.

 

 POSITION:

Performs a full range of water treatment, maintenance and emergency response duties for an 81 MGD conventional surface water treatment plant, laboratory and related distribution facilities. Participation in HAZWOPER team and SCBA use. The Operation Supervisor will work a regular day shift (4/10) and will be required to work mandatory standby rotations, and occasionally be required to work weekends, holidays, and OT when necessary. Standby duty requires 30 minutes or less response arrival time to treatment plant.

 

 ESSENTIAL FUNCTIONS:

Develop and implement goals and objectives related to the operation and maintenance of the water treatment plant; establish schedules and methods for the operation and maintenance of the water treatment plant and distribution system; implement policies and procedures.

Plan, prioritize, assign, supervise and review the work of staff involved in the maintenance and operation of the Authority’s potable water treatment plant, ensuring regulatory compliance.

Evaluate operations and activities; recommend improvements and modifications; prepare various reports on operations and activities.

Assist Operations Manager in developing and administering the budget; prepare cost estimates for budget recommendations; submit justifications for equipment, materials and supplies; monitor and control expenditures.

Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; work with employees to correct deficiencies; implement discipline procedures.

Inspect and evaluate deficiencies and/or problems related to operations; research and recommend solutions. 

Monitor and analyze water quality; receive and respond to concerns and questions from member agencies regarding water quality and distribution issues; direct adjustments to treatment operations as necessary.

Perform and/or assist with the more complex and difficult operational and maintenance activities.

Assist with the development and implementation of a comprehensive preventative/predictive maintenance program.

Assist with the review of Capital Improvement Project designs; gather and prepare cost estimates and scope of work for contractors and vendors for the repair and upgrade of water treatment and distribution facilities; oversee the work of contractors and consultants.

Manage, create, review and close out work orders and maintain assets in the Computerized Maintenance Management System (CMMS).

Answer questions and provide information to the member agencies; investigate complaints and recommend corrective action as necessary to resolve complaints.

Coordinate daily operational and maintenance activities, including but not limited to, emergency response activities, system tie-ins, system shutdowns, maintenance and repairs; monitor drinking water treatment and distribution operations.

Work closely with consultants as it relates to the development and revision of the Authority’s Risk Management Plan, Process Safety Management and California Accidental Release Prevention programs to ensure compliance with Federal, State local regulatory compliance for the use of chlorine and ammonia.

Ensure compliance with regulatory requirements related to the handling and disposal of hazardous waste.

Serve as Chief Operator in his/her absence.

Build and maintain positive working relationships with co-workers, other Authority employees and the public using principles of good customer service.

Perform related duties as assigned.

EXPERIENCE:

Four years of increasingly responsible experience in the operation and maintenance of a water treatment plant comparable in size and complexity to the Authority’s; including two years providing technical and functional supervision over assigned personnel.

EDUCATION:

Possession of a water technology certificate from an accredited community college including coursework in chemistry, biology, mechanics, electronics, water resources or related subjects.

 LICENSE AND CERTIFICATE:

Possession of a valid California driver’s license.

Possession of a Water Treatment Operator Grade 5 and Water Distribution Operator Grade 4 within the State of California within 18 months of hire. 

Possession of a valid HAZWOPER certification.

PHYSICAL CONDITIONS:

Essential functions require maintaining physical condition necessary to sit while studying or preparing reports; bend, squat, climb, kneel and twist when performing repair of equipment; perform simple and power grasping, pushing, pulling, and fine manipulation; and lift or carry weight of 50 pounds or less. Duties require incumbents to wear protective clothing/equipment including respirator and Self-Contained Breathing Apparatus (SCBA).

 

MENTAL CONDITIONS:

Essential functions require maintaining mental condition necessary to analyze budget and technical reports; interpret and evaluate staff reports and related documents; know and interpret laws, regulations and codes; observe performance and evaluate staff; problem solve department related issues; remember various personnel rules; explain and interpret policy; handle conflict.
