POSITION DEFINITION-WATER SYSTEM ENGINEER
Under limited supervision, performs civil engineering functions in support of the Water Division production and distribution systems; reviews plans and drawing for Capital Improvement Projects, new developments and various programs; provides lead design guidance; performs related duties as required.
POSITION DEFINITION-SENIOR WATER SYSTEM ENGINEER
Under limited supervision, leads, coordinates and performs a variety of civil engineering functions in support of the Water Division production and distribution systems; oversees and manages multiple design and construction projects in Water Division capital improvement program (CIP); reviews and approves plans and specifications submitted by developers, customers and consultants for water infrastructure; performs related duties as required.
Essential Functions
CLASS CHARACTERISTICS -WATER SYSTEM ENGINEER
The Water System Engineer is a professional level classification assigned to the department of Water Operations. Incumbents plan, coordinate and implement Water Division capital improvement projects and planned water operations activities.
CLASS CHARACTERISTICS-SENIOR WATER SYSTEM ENGINEER
The Senior Water System Engineer is an advanced-journey level classification in the professional water system civil engineering series. Incumbents at the senior level are distinguished from the journey-level Water System Engineer classification by increased responsibility for project management, responsible for independent analysis and recommendations including tasked with organizing and overseeing the Water Division capital improvement program (CIP). The incumbent manages and monitors various design and construction projects and programs and reviews and approves plans and specifications submitted by developers, customers and consultants for the City’s water operations.
SUPERVISION EXCERCISED-WATER SYSTEM ENGINEER
Receives supervision from the Assistant General Manager – Water Operations and the Senior Water System Engineer; lead oversight is exercised over subordinate water engineering staff such as the Utility Water Associate Engineer and the Utility Water Assistant Engineer. Exercises no supervision.
SUPERVISION EXCERCISED-SENIOR WATER SYSTEM ENGINEER
Receives supervision from the Assistant General Manager – Water Operations. Provides supervision and lead oversight to subordinate water engineering staff and assigned personnel.
ESSENTIAL FUNCTIONS-WATER SYSTEM ENGINEER
- Plans and administers the Water Division capital improvement program, engineering work, and plans and specifications for water infrastructure and construction management.
- Assists in supervising, planning, coordinating, and assigning tasks to staff; participates in the recruitment and selection of water division employees.
- Provides lead design and review and assumes responsibility for plans and drawing associated with programs, projects, CIPs, new development, and inspection of the water infrastructure to ensure compliance with established standards and regulations.
- Establishes technical criteria and standards for the Water Division; identifies and prepares project scopes, engineer statements, schedules, specifications and fund opportunities; surveys and inspects to verify compliance.
- Provides advanced administrative and professional support to the Director of Utilities; participates in the implementation of goals, policies, procedures, and objectives for the Division.
- Prepares and develops water budgets for the Division to include revenue projection and forecasting for needed funds; prepares and updates a schedule of water fees and charges; monitors expenses.
- Prepares bid packages, request for proposals, public works contracts, supplier contracts, professional service contracts, and procurement; evaluates, selects, and administers professional service contracts.
- Manages and supervises the full program of water system construction, repair, and maintenance; develops, coordinates, and updates the utility water distribution system, master plan, and urban water management plan.
- Performs technical engineering calculations and analysis, including hydraulic modeling and water system analysis.
- Represents the Department regularly at various water industry groups, forums, and meetings.
- Performs a variety of customer service activities; investigates and resolves complaints and inquiries.
- Performs related duties as required.
ESSENTIAL FUNCTIONS-SENIOR WATER SYSTEM ENGINEER
- Leads and participates in the Water Division capital improvement program (CIP); manages multiple design and construction projects; reviews and approves plans and specifications submitted by developers, customers and consultants for water infrastructure; leads and participates in construction management.
- Supervises, trains, evaluates, and schedules assigned staff in the investigation, design, and preparation; reviews a variety of plans, estimates, and reports involved in water division projects.
- Provides lead design and review of plans and drawings associated with programs, projects, CIPs, new developments, and inspections of the water infrastructure to ensure compliance with established standards and regulations.
- Establishes technical criteria and engineering standards for the Water Division; assists in repair construction, maintenance and operations support at the Water Treatment Plant, wells, pumps, controls, equipment, SCADA, water quality, water quality reports, and production reports.
- Reviews annual consumer confidence report, water meters, gauges, water quality samples, sample stations, and pumping levels; identifies and prepares project scopes, engineer statements, cost estimates, schedules, specifications and fund opportunities; surveys and inspects to verify compliance.
- Participates in the establishment and implementation of goals, policies, procedures, and objectives for the Division; develops proposals for grant applications and administers awarded grants; prepares staff reports to the Utility Board; attends and presents at Utility Board meetings or other agency meetings, as assigned.
- Assists in the preparation of water budgets for the Division to include revenue projection and forecasting for needed funds; prepares and updates a schedule of water fees and charges; monitors expenses.
- Prepares bid packages, request for proposals, public works contracts, supplier contracts, professional service contracts, and procurement; evaluates and administers professional service contracts.
- Coordinates updates to the water system master plan and urban water management plan.
- Performs technical engineering calculations and analysis, including hydraulic modeling and water system analysis.
- Represents the Department at various water industry groups, forums, and meetings, as assigned; interacts with developers, outside agencies, other city departments, consultants, contractors and customers.

Qualification Guidelines
QUALIFICATIONS-WATER SYSTEM ENGINEER
Education and/or Experience
- Education: Bachelor’s degree in Civil Engineering from an accredited college or university, or closely related field.
- Experience: Three (3) years of experience in water system engineering, consulting, and/or facility construction; experience in implementation of various water system technology projects is preferred.
Licenses or Certification
- Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record.
- Current Registration as a Professional Civil Engineer in the State of California is required.

QUALIFICATIONS-SENIOR WATER SYSTEM ENGINEER
Education and/or Experience
- Education: Bachelor’s degree in Civil Engineering from an accredited college or university, or closely related field; a master’s degree in Civil Engineering, Engineering, Engineering Management, Construction Management or other related specialization is desirable.
- Experience: Five (5) years of experience in water system engineering, consulting, and/or facility construction; experience in the implementation of various water system technology projects is preferred. One (1) year or lead or supervisory experience is desired.
Licenses or Certification
- Current Registration as a Professional Civil Engineer in the State of California is required.
- Possession of and ability to maintain a valid Class C California Driver’s License and a satisfactory driving record.
- Current Certification as a Distribution D2, and Treatment T2 by the State of California is highly desirable.
