The Public Works Department plays a key role in maintaining and improving the City’s infrastructure to enhance the quality of life for residents, businesses, and visitors. The department oversees streets, traffic systems, landscaping, lighting, water, sewer, and storm drains, as well as City-owned facilities and vehicle fleets. Public Works also provides engineering, environmental compliance, and inspection services, manages capital improvement projects and recycling programs, and administers the City’s solid waste franchise. Duties/Responsibilities
What You’ll Do
As our new Water Distribution Lead Operator, you will:
- Train and lead staff in installing, maintaining, removing, and repairing large and small water service pipelines, valves, and hydrants; locating, fitting, and repairing pipelines and related facilities; operating valves and related water distribution equipment.
- Report safety or security hazards in all public facilities; report maintenance or repairs as needed.
- Respond to emergency calls from the public and other agencies, taking appropriate action such as placing barricades, removing fallen trees and limbs, repairing water and sewer mains, replacing street signs, and emergency repair of streets or flood control facilities.
- Maintain written records of work being done and resources utilized; review coding on invoices and recommend approval for payment; write letters detailing deficiencies in work completed by contractor.

- Has knowledge of equipment, operation, techniques, and methods used in the water distribution field and is able to lead and train staff.
- Has the ability to provide professional leadership support for their assigned division.

Qualifications
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: High School Diploma or G.E.D. (required).
Experience: Two (2) years of public works water system operations, maintenance and repair work, and supervision of contract work (desirable) and two (2) years of experience as a Water Distribution Operator or equivalent (desirable).
Licenses and Certifications:
- Possession of a valid California Driver’s License, to be maintained throughout employment.
- Possession of a valid Sewer Collection System certificate from the California Water Environment Association (desirable).
- Possess a valid SWRCB-DDW certificate from the State Water Resources Control Board Division of Drinking Water, Grade D-3 (or higher), or have the ability to obtain within two (2) years from the date of appointment.
- Possession of CPR, First Aid, Confined Space, and Forklift certifications within the first year of employment.
Physical Demands and Working Conditions:
- Mobility to work in the field and to perform medium to heavy physical work.
- Operate a motor vehicle and visit various community sites.
- Vision to inspect and operate equipment.
- Hearing and speech to communicate in person and over the telephone.
- The ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.
