Definition
Direct, manage, and coordinate Water Demand Division programs, including water conservation, supply emergencies, permits, variances, allocations, and demand forecasting; collaborate with internal divisions and external agencies; and provide high-level administrative support to the General Manager and Board of Directors.
SUPERVISION RECEIVED AND EXERCISED
This position receives administrative direction from the General Manager and exercises direct supervision over technical and contract staff.
ESSENTIAL FUNCTIONS

General Administration
- Direct the Water Demand Division, overseeing water conservation and efficiency initiatives, permitting, and demand management programs.
- Develop and implement Division goals, policies, and priorities; administer procedures.
- Recruit, train, evaluate, and discipline personnel; coordinate professional development.
- Plan, assign, and review staff work; resolve operational issues.
- Interpret regulations for staff, agencies, officials, and the public.
- Maintain open communication with the General Manager and serve on the District’s management team.
- Represent the Division to internal departments, external agencies, boards, committees, and stakeholder interest groups.
· Prepare and manage the Division’s annual budget; forecast resource needs; Monitor Division expenditures and implement budget adjustments.
- Administer consultant and contractor service agreements when appropriate; ensure deliverables are completed in a timely manner.
- Ensure compliance with applicable codes, laws, and regulations, including the California Environmental Quality Act (CEQA).
- Draft ordinances, rules, and other guidelines; present items to the Board.
- Interpret and recommend Board policy related to conservation, supply emergencies, permits, and allocations.
- Conduct organizational and operational studies; recommend program improvements.
Conservation
- Stay current on trends and innovations in water conservation and demand forecasting.
- Design and implement water demand management and conservation programs.
- Propose policy updates and water use incentives to promote conservation and demand reductions.
- Lead public and business education initiatives on water conservation.
- Conduct workshops and make presentations to community groups, elected officials, media, and governing bodies about water conservation.
Water Demand and Permitting
· Manage jurisdictional water allocation programs.
- Review development plans to forecast water demand.
- Issue permits, collect connection charges, and inspect properties for compliance.
- Track water allocations, supply availability, and permit activity.
- Oversee water use data collection and analysis; maintain demand databases and reports.
- Assess customer service experience and recommend staffing and/or service level improvements as needed.
- Evaluate development proposals, advise on applicable rules and policies, and recommend appropriate conditions.
QUALIFICATIONS
Knowledge of:
· Strategic objectives, organizational structure, and operational functions of water conservation and water demand management programs.
· Principles and practices of division-level planning, policy development, program implementation, and administrative oversight.
· Public-sector budgeting, financial planning, fiscal control, and resource allocation practices.
· Principles and practices of executive-level supervision, workforce planning, staff development, training, and performance evaluation.
· Advanced principles and practices of urban and regional planning, environmental policy, and environmental review, including interagency coordination.
· Contract strategy, procurement, administration, and negotiation fundamentals applicable to professional services agreements and program deliverables in the public sector.
· Water conservation policy development and water demand forecasting for long-range and operational decision-making.
· Management-level application of research methods and analysis of demographic, land use, and water planning data to support policy and program decisions.
· Planning, oversight, and evaluation of landscaping and turf-related water conservation initiatives and regulatory programs.
· California water rights laws, regulatory frameworks, and administrative practices affecting water supply, conservation, and demand management.
· Applicable federal, state, and local laws, regulations, and policies, including but not limited to those governing water conservation and water demand management, the California Environmental Quality Act (CEQA), environmental protection, and land use and development.
Ability to:
· Coordinate effectively with the General Manager and the Strategic Objectives set by the Board.
· Plan, oversee, and evaluate the Water Demand Division’s programs, operations, services, and activities.
· Oversee, direct, and coordinate the work of professional, technical, administrative, and contract staff.
· Select, supervise, train, mentor, and evaluate staff in accordance with District policies and state and federal law.
· Use spreadsheets, data visualization tools, and graphical presentations to analyze and communicate information clearly and effectively to the Board and public.
· Plan, implement, and evaluate short- and long-term water conservation programs for residential, governmental, and commercial customers.
· Forecast future water demand using quantitative analysis and planning methodologies.
· Evaluate, design, and implement programs involving community engagement and public participation for effectively using water resources wisely.
· Read and interpret complex technical, structural, mechanical, and architectural plans and drawings.
· Read, interpret, and apply environmental impact reports, ordinances, codes, regulations, and technical documents related to land use and water resources planning.
· Interpret, apply, and explain District policies, procedures, and regulatory requirements to staff, stakeholders, local jurisdictions, and the public.
· Participate in the development, implementation, and administration of District goals, objectives, policies, and procedures.
· Prepare, administer, and monitor large and complex division budgets and related financial controls.
· Prepare clear, concise, and accurate administrative, technical, and financial reports.
· Analyze complex operational and policy issues, identify alternatives, evaluate impacts, and implement effective solutions aligned with the District’s strategic goals and objectives.
· Research, analyze, and evaluate innovative service delivery methods and techniques, with emphasis on water conservation and demand management.
· Interpret and apply applicable federal, state, and local laws, regulations, and policies.
· Communicate effectively and professionally, both orally and in writing, with a wide range of audiences.
· Establish and maintain effective working relationships with staff, elected officials, partner agencies, consultants, and the public.
· Apply critical thinking, sound judgment, and decision-making skills in a management environment.
EXPERIENCE & TRAINING REQUIREMENTS
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.
Experience
Five years of progressively responsible experience in water conservation planning, water demand forecasting, or water resource management including at least three years of administrative and supervisory responsibility.
Education
Graduation from an accredited college or university with a Bachelor’s degree in environmental science, urban planning, public administration, water resource management, or a closely related field.

License or Certificate
Possession of, or ability to obtain, an appropriate, valid driver’s license.
