Job Objective

Reporting directly to the Regional Director, the Wastewater Project Specialist has responsibility for supporting the contract deliverables, schedules, client communications and assisting with development, procurement and managing wastewater infrastructure projects for the Camp Pendelton North and South wastewater treatment facilities. In addition, the Wastewater Project Specialist will assist and support the company with other water development activities, advisory services and asset management.

Principal Duties and Responsibilities

·        Must be on-site during the Government’s regular working hours.

·        Available to respond within one hour after Government hours.

·        Assist operations and engineering teams in preparing technical specifications and cost estimates for wastewater projects related to pumps, pipelines, and operations equipment.

·        Prepare engineering studies, safety hazard analyses, standard operating procedures, emergency response plans, and other critical documentation for effective operation and management processes.

·        Maintain records of facility status documentation within client and PERC management programs.

·        Maintain physical and electronic documentation control for assigned projects.

·        Ensure effective communication, support, and coordination of activities with onsite operations and client staff.

·        Attend and prepare for contract partnering sessions.

·        Create and manage service requests and work orders assigned to PERC Water by the base, ensuring accurate tracking and timely execution.

·        Understanding of asset management and CMMS software and functionalities

·        Develop budgets and submit proposals for projects and capital improvements assigned to PERC Water.

·        Maintain quality control throughout all phases of project work to ensure compliance with standards and requirements.

·        Upon authorization for client projects, verify and submit all necessary submittals, such as safety plans, equipment data, and project schedules to the client.

·        Coordinate subcontractors, including scheduling their work and overseeing daily activities.

·        Maintain quality control throughout all phases of subcontractor work to ensure compliance with project standards and requirements.

·        Communicate effectively with client staff to promptly address and resolve any questions or concerns, supporting a smooth and collaborative project process.

·        Promote and adhere to PERC Water’s written corporate safety program.

Knowledge, Skills and Abilities Required

1.    Understanding of project control fundamentals

2.    Strong understanding of wastewater systems, pumps, pipelines, and operations equipment.

3.    Ability to manage multiple projects simultaneously and meet deadlines.

4.    Ability to attain and maintain access to jobsite. Restricted access sites on Federal property requiring client-provided background checks and authorizations.

5.    Familiar with wastewater operations, administration and management

6.    Ability to learn on the job and apply theory in a practical setting

7.    Able to balance studies and workload

8.    Familiarity with Microsoft Excel and Microsoft Word

9.    Strong written and verbal communication skills, with the ability to work both within a team and independently

11. Flexible and adaptable to changing situations and deadlines

12. Physical:

·        Body Positions: Standing, sitting for extended periods of time, walking.

·        Body Movements: Use of hands, eyes, arms, and voice. Must be able to climb up and down stairs and ladders.

·        Occasional Travel Required

·        Able to lift to 25 lbs.

13. Mental:

·        Language ability includes reading, writing, spelling, and the ability to communicate clearly on business topics in English.

Education, Professional Credentials and Experience

1.    3 – 5 years of wastewater or related industry experience

2.    Five years of experience in managing a workforce providing services on contracts of similar size, scope, and complexity.

3.    Wastewater Grade III or greater preferred but not required

  1. Bachelor’s degree in civil engineering, Environmental Engineering, preferred but not required.

5.    Valid state issued driver’s license

6.    Ability to obtain and maintain a DBIDS (Defense Biometric Identification System)

7.    Ability to obtain and maintain a CAC (Common Access Card)
