Wastewater Operator l/ll/III
The City of Oxnard’s Wastewater Division is seeking a Wastewater Operator l/ll/III to work with team members within the Operations group as well as the Maintenance, Collections, and Laboratory staff.
The Wastewater Operator I is the first level in the plant operator series and is responsible for performing semi-skilled and skilled plant operations and maintenance tasks.
The Wastewater Operator II is the second level in the plant operator series and is responsible for performing skilled, journey-level plant operations and plant maintenance work.
The Wastewater Operator III classification is the third level in the plant operator series and is responsible for performing advanced journey-level plant operations, plant maintenance work, and may serve as a lead worker by assigning and reviewing work and providing guidance.
The Wastewater Operator I, II, and III are distinguished by certification level, skills, and experience.
WHAT YOU’LL DO:
Those assigned as Wastewater Operator l:
- Monitors plant and field processes including solids processing; monitors computer alarms, instruments, gauges, and meters for process control.
- Keeps operation logs and records, including meter and gage readings.
- Collects samples and performs routine biological and chemical tests/analyses, record sampling and test results, and prepares samples for testing in the central laboratory as needed.
- Performs general plant, building and ground preventative maintenance, cleaning, and housekeeping duties.
Those assigned as Wastewater Operator ll:
- Performs the full array of duties assigned to Wastewater Operator l
- Operates the treatment system equipment and processes, facility and equipment up keep in order to assure compliance with applicable discharge permits.
- Monitors plant and field processes, including solids processing; monitors computer alarms, instruments, gauges, and meters for process control.
- Takes meter, gauge, and control panel readings and observes variations in operating conditions; interprets readings; monitors and changes flows, and processes within established parameters; reports readings and processing changes on operation logs and records.
- Collects samples and performs routine biological and chemical tests/analyses, record sampling and test results, prepares samples for testing in the central laboratory as needed; analyzes and evaluates in-house laboratory results, data, and procedures and takes corrective action as appropriate.
- Uses Operation and Maintenance (O&M) Manuals and Standard Operating Procedures (SOPs) on a daily basis. Updates and maintains O&M manuals and SOPs to reflect actual working conditions.
- Makes recommendations for improving plant operations
Those assigned as Wastewater Operator lll:
- Performs the full array of duties assigned to classes in the Wastewater Operator series, including the operation of treatment system equipment and processes, facility and equipment upkeep in order to assure compliance with applicable discharge permits.
- Instructs others and may serve as a lead worker by assigning and reviewing work and providing guidance to others in the absence of a Shift Coordinator.
- Makes recommendations for improving plant operations
- Performs other duties as assigned.
SCHEDULE:
The Oxnard Wastewater Treatment Plant is staffed 24/7, 365 days per year, including weekends. The Operations group works a 5/40 schedule. Individuals may be assigned to any of the following shifts: Day- 7:30 am to 3:30 pm; Swing- 3:30 pm to 11:30 pm; or Grave- 11:30 pm to 7:30 am. Days off may not necessarily fall on a traditional weekend, Saturday/Sunday. Depending on the work assignment, staff may be assigned to a shift that is outside the standard work hours. In addition, this position may be required to be available to work additional hours in response to peaks in workloads and changes in department needs. This position is governed by the overtime provisions of the federal Fair Labor Standards Act and is eligible for overtime pay.
Swing shift is eligible for a 5% differential
Grave shift is eligible for a 10% differential
Salary Range:
Grade I: $66,913.60 – $87,006.40 annually
Grade II: $69,992.00 – $91,000.00 annually
Grade III: $77,771.20 – $109,512.00 annually
Salary will be dependent on experience & qualifications.
Education:
- Wastewater Operator I/II/III: High School Diploma or GED and supplemented by college coursework in water science or a related field as stipulated by the California State Water Board.

Experience:
- Wastewater Operator I: One (1) year of treatment plant operations experience.
- Wastewater Operator II: Two (2) years of treatment plant operations experience.
- Wastewater Operator III: Three (3) years of treatment plant operation experience.

Licenses & Certifications:
Wastewater Operator I:
- Valid California State Water Resources Control Board Grade I Wastewater Treatment Plant Operator Certificate.
- Valid California State Water Resources Control Board Grade II Wastewater Treatment Plant Operator Certificate within 12 months of hire.
- Valid California State Water Resources Control Board Grade III Wastewater Treatment Plant Operator Certificate within 24 months of hire.
Wastewater Operator II:
- Valid California State Water Resources Control Board Grade II Wastewater Treatment Plant Operator Certificate.
- Valid California State Water Resources Control Board Grade III Wastewater Treatment Plant Operator Certificate within 12 months of hire.
Wastewater Operator III:
- Valid California State Water Resources Control Board Grade III Wastewater Treatment Plant Operator Certificate.
All levels require:
- Possession of a valid California Driver’s License, to be maintained throughout employment.
- First Aid/CPR certification is required within the first year of employment.
OTHER REQUIREMENTS:
- Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors
