JOB SUMMARY
Under the direction of the President, the Vice President and Treasurer provides executive leadership and strategic direction for all financial, treasury, accounting, tax, investment and capital financing functions of the Company. This position is responsible for maintaining the Company’s financial integrity, supporting long-term infrastructure and regulatory objectives, and supporting the financial strength and sustainability of the organization. The Vice President and Treasurer serves as a key advisor to executive management and the Board of Directors on financial strategy, capital planning, regulatory financial matters, and enterprise risk.
JOB DUTIES AND ESSENTIAL FUNCTIONS
Responsible for a variety of tasks and duties, which may include, but would not be limited to, the following:
- Provide leadership, direction and management of the Accounting Department. Lead, manage, and mentor department supervisors and managers. Establish annual and long-range departmental goals.
- Responsible for all financial reporting on a timely basis. Ensure the integrity of financial reporting systems, internal controls, audit coordination, and compliance with applicable accounting standards and regulatory requirements.
- Oversee cash management and financing needs, including the development of relevant forecasts to support the long-term capital improvement program. Develop and manage the Company’s capital structure, liquidity strategy, debt financing plans, and cash forecasting processes to support infrastructure investment and regulatory objectives.
- Provide data and direction on the financial condition of the Company and support the executive team in decision-making.
- Evaluate financing alternatives, interest rate exposure, and capital market conditions to support prudent long-term financial planning.
- Develop and maintain banking and bondholder/investment community relationships. Forecast, identify, solicit, and negotiate long and short-term capital financing to maximize return on invested capital.
- Maintain expertise in CPUC regulatory accounting, utility ratemaking principles, and financial reporting requirements applicable to Class A water utilities.
- Oversee the accuracy and timely completion of federal, state, and local income, sales, and property taxes, as well as monthly tax accruals, estimated quarterly payments and year-end federal, state and local returns. Direct the preparation and filing of 5500 reports for 401(k) and benefit plans and the filing of VEBA trust return.
- In collaboration with the Vice President of Regulatory Affairs, develop and present financial testimony, cost of capital analyses, regulatory financial models, revenue requirement support, and related schedules in general rate cases, cost of capital proceedings, financing applications, and other regulatory matters.
- Provide financial evaluation and strategic analyses related to capital projects, acquisitions, operating agreements, and other strategic initiatives.
- Provide financial analyses, forecasts, investment updates, financing recommendations, and strategic financial presentations to the President, other members of the executive management team, and the Board of Directors.
- Other tasks and duties as directed.
SKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS
Skills, knowledge and physical requirements include, but are not limited to:
- Strong financial and accounting background within a regulated water utility.
- Strong working knowledge of and experience with Generally Accepted Accounting Principles and the California Public Utilities Commission’s Uniform System of Accounts for Class A Water Utilities.
- Excellent analytical capabilities.
- Excellent interpersonal, oral and written skills required.
- Ability to utilize a variety of PC hardware and complex spreadsheet and database software.
- Ability to perform repetitive physical activities, including use of personal computer, as well as walking, sitting, standing, reaching and lifting of up to 20 lbs.
EDUCATION, TRAINING AND EXPERIENCE
The following are required:
- Undergraduate degree in Business, Finance, Accounting, or similar discipline with advanced degree desirable.
- Certified Public Accountant (CPA) certification required.
- Minimum of 10 years of progressively responsible financial management and accounting experience, preferably in the regulated utility industry.
- Valid California driver’s license and acceptable driving record.
- Prior executive leadership experience within a regulated utility environment strongly preferred.
- Experience with utility financing, cost of capital proceedings, and regulatory financial testimony highly desirable.
- Supervisory experience with demonstrated ability to manage projects and personnel.
