Santa Margarita Water District is seeking a motivated and dependable Utility Technician (Streets) to support the construction, maintenance, repair, and operation of District infrastructure and facilities. This full-time, represented, entry-level position performs routine and semi-skilled heavy physical work in support of street maintenance and utility operations while learning District systems, safety practices, and established operational procedures.
This position plays a key role in maintaining District streets, facilities, and infrastructure and supports essential public services through hands-on fieldwork in a dynamic, team-based environment.
About the Role
Under direct supervision, the Utility Technician (Streets) assists with a wide range of construction, maintenance, and mechanical repair activities related to District infrastructure and related appurtenances. This is a trainee-level position within the Systems/Utility Operator/Mechanic class series and is designed to provide progressive training and experience.
As skills, certifications, and experience increase, incumbents may advance to higher-level classifications based on successful completion of required certifications, demonstrated competency, and performance evaluations. The role requires working outdoors in varying weather conditions, performing physically demanding tasks, operating hand and power tools, and responding to emergency and after-hours situations as needed.

What You Will Do
- Assist with installing, maintaining, and repairing District infrastructure, including pipelines, taps, laterals, valves, meter services, fire hydrants, and related appurtenances
- Perform street maintenance work such as excavation, trenching, shoring, backfilling, patching, resurfacing, and restoring work sites
- Assist with construction, maintenance, and repair of District buildings and facilities, including concrete work, plumbing, framing, and general repairs
- Operate and maintain a variety of hand and power tools and equipment, including jackhammers, concrete saws, tampers, and breaking guns
- Assist with mechanical repair, rebuilding, installation, and preventative maintenance of pumps, valves, stations, and related equipment
- Load and unload materials and equipment; clean and secure work sites upon completion of work
- Read and interpret maps, schematics, plans, blueprints, and construction drawings
- Observe and follow safety practices, including traffic control, trench safety, confined space entry, and use of personal protective equipment
- Operate District vehicles and equipment safely; inspect vehicles and perform minor maintenance
- Maintain basic records related to work performed and enter data into computer systems as required
- Respond to emergency situations and participate in standby and after-hours duties as required
What You Bring
- Ability to perform physically demanding construction, maintenance, and repair work safely and efficiently
- Willingness to learn mechanical, electrical, and utility maintenance skills through hands-on training
- Ability to follow written and verbal instructions and work effectively as part of a team
- Sound judgment, initiative, and attention to safety in routine and emergency situations
- Ability to work outdoors in varying weather conditions and around traffic, equipment, and confined spaces
- Basic computer skills for data entry and recordkeeping
Education and Experience
Equivalent to graduation from high school and some experience performing labor-intensive work in construction, mechanical, or maintenance settings.
Streets Assignment Requirements:
- Class A Commercial Driver’s License within 12 months of hire or promotion
- D1 Water Distribution Operator Certificate from the SWRCB within 24 months of hire or promotion
