- This recruitment is open for both permanent and limited-term positions, with limited-term assignments not to exceed three years.
- A total of five positions are available: one Limited Term position in Source Control and four positions in Utility Services, which include two Limited Term and two Permanent opportunities.
JOB DESCRIPTION
Under direct to general supervision, performs a variety of installation, repair, maintenance, and construction duties on the District’s water and wastewater-related pipelines, valves, lift stations, meters, air-vacs, hydrants, utility holes, and related facilities; supports operational needs of the District and surrounding agencies, as required; and performs related duties as assigned. Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so qualified employees can perform the essential functions of the job. Positions at the Utility Technician I-level may perform some of these duties and responsibilities in a learning capacity.
When assigned to Water:
- Installs, repairs, modifies, performs preventive maintenance, and ensures the integrity of the distribution system, various District pipelines, valves, hydrants, air-vacs, meters, sample stations, and related infrastructure.
- Assists in the disinfection of newly installed water mains and during emergency repairs of water mains and services.
- Installs, repairs, replaces, and disconnects water services; repairs leaks; reads, replaces, repairs, and rebuilds water meters.
- Installs, exercises, and repairs hydrants and valves; installs tanker meters to hydrants.
- Turns on and off main line valves, hydrants, and fire service lines; installs and repairs mains, laterals, valves, and fittings; assists with flushing, pressure testing, and fire flow tests.
- Operates a variety of technical, hydraulic, pneumatic, or motorized equipment used to maintain or operate water systems.
When assigned to Wastewater:
- Performs a variety of construction, repair, preventive maintenance, operation, restoration, and CCTV inspection of wastewater collection systems and auxiliary components, as directed.
- Inspects and cleans the interiors of sewers, maintenance holes, and pump stations; conducts routine tests of sewer pipes; cuts and removes roots, grease, and other obstacles from sewers.
- Performs daily inspections and appropriate upkeep, maintenance, and repair functions on wastewater lift stations and facilities; receives, responds, and addresses Supervisory Control and Data Acquisition (SCADA) alarms regarding lift station operations.
- Performs video inspection, condition assessment, flushing, and rodding of the sewer system; operates hydro-vactor, hand, jet, and machine rods to clear lines.
- Removes and inspects maintenance hole covers and maintenance holes; mixes, pours, and finishes concrete to raise maintenance holes to street surfaces.
When assigned to Construction:
- Performs heavy construction projects involving the installation, repair, modification, or fabrication of various water, wastewater, and recycled water pipelines, valves, hydrants, air-vacs, meters, sample stations, utility holes, and related infrastructure per District specifications.
- Cleans, adjusts, overhauls, rebuilds, paints, and troubleshoots water-related infrastructure.
- Performs disinfection of newly installed water mains and during emergency repairs of water mains and services.
- Assists in flushing, hydrostatic testing, and fire flow tests.
EDUCATION / EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Utility Technician I – III:
- Equivalent to completion of the twelfth (12th) grade.
Utility Technician I:
- Some experience in maintenance and repair, including operating equipment, preferably in a utility setting.
Utility Technician II:
- Two (2) years of increasingly responsible experience in water distribution or wastewater collection system maintenance, repair, and replacement, or one (1) year of experience equivalent to a Utility Technician I at Jurupa Community Services District.
Utility Technician III:
- Three (3) years of increasingly responsible experience equivalent to a Utility Technician II at Jurupa Community Services District.
LiCENSES / CERTIFICATIONS
Utility Technician I – III:
- Possession of a valid California Driver’s License, to be maintained throughout employment.
- Possession of, or successful acquisition within twelve (12) months of appointment, a valid California Class “A” Driver’s License, to be maintained throughout employment.
- Possession of, or successful acquisition within twelve (12) months of appointment, valid CPR/First Aid/AED Certifications, to be maintained throughout employment.
- Possession of, or successful acquisition within twelve (12) months of appointment, valid Confined Space Certification, to be maintained throughout employment.
- Possession of, or successful acquisition within twelve (12) months of appointment, a valid District-provided Forklift Operator Certification, to be maintained throughout employment.
Utility Technician I:
- For Water: Possession of, or successful acquisition within twelve (12) months of appointment, a valid California State Water Resources Control Board Grade I (D-1) Water Distribution Operator Certificate, to be maintained throughout employment.
- For Wastewater: Possession of, or successful acquisition within twelve (12) months of appointment, a valid California Water Environmental Association, Collections System Maintenance Grade 1 Certificate, to be maintained throughout employment.
- For Construction: Possession of, or successful acquisition within twelve (12) months of appointment, a valid California State Water Resources Control Board Grade I (D-1) Water Distribution Operator Certificate, to be maintained throughout employment.
Utility Technician II:
- For Water: Possession of a valid California State Water Resources Control Board Grade II (D-2) Water Distribution Operator Certificate, to be maintained throughout employment.
- For Wastewater: Possession of a valid California Water Environmental Association, Collections System Maintenance Grade 2 Certificate, to be maintained throughout employment.
- For Construction: Possession of a valid California State Water Resources Control Board Grade II (D-2) Water Distribution Operator Certificate, to be maintained throughout employment.
Utility Technician III:
- For Water: Possession of a valid California State Water Resources Control Board Grade III (D-3) Water Distribution Operator Certificate, to be maintained throughout employment.
- For Wastewater: Possession of a valid California Water Environmental Association, Collections System Maintenance Grade 3 Certificate, to be maintained throughout employment.
- For Construction: Possession of a valid California State Water Resources Control Board Grade III (D-3) Water Distribution Operator Certificate, to be maintained throughout employment.
Physical Requirements: Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff. A physical examination is required, if selected to move forward in the recruitment, to demonstrate physical ability to perform the essential functions of the job.
