Utility Billing Representative
Job Description
Annual Compensation Range: $80,683 – $103,001
Ideal Candidate
Under general direction, the Utility Billing Representative provides support to District customers and internal departments. The ideal candidate exhibits exceptional communication skills as well as analytical abilities.
About the Position and Department
This is a full-time, hourly, non-exempt position that reports directly to the Finance and Accounting Manager. This position will be part of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels and performs varied customer service and billing tasks essential to the day-to-day operation of the District.
Essential Functions
Under general supervision, provides support to the District in the following areas:
• Act as a receptionist greeting customers and visitors.
• Responds to incoming telephone calls, routing as necessary, taking and delivering messages.
• Works closely with other District personnel in the scheduling of day-to-day duties including meter readings and service order processing.
• Accepts payments and issues receipts to customers and prepares the daily deposits of same day receipts.
• Computes and processes customers’ billings and past-due notices, including preparing necessary forms and customer notifications.
• Maintains customers’ records and accounts, including but not limited to updating, receiving and processing new applications, terminating/discontinuing accounts.
• Investigates and answers inquiries regarding District policies and procedures, as well as inquiries and complaints from customers regarding rates and billings.
• Performs daily, monthly and any other back-up necessary to ensure safekeeping of District’s accounts receivables.
• Enters and retrieves data from an online or personal computer system and uses technology to produce various reports.
• Performs the data entry for all new services into the Utility Billing Software.
• Performs a variety of clerical and administrative tasks.
• Works closely with other District personnel in the scheduling of day-to-day operations, including coordination of calendars for scheduling meetings.
• Assists all departments with record retention, ordering supplies/uniforms, and all other administrative support.
• Supports team by performing tasks related to organization and strong communication.
• May be assigned special projects requiring the gathering and analysis of information.
Other Duties and Requirements
• Performs related duties as assigned.
• Comply with all District policies throughout employment.
Knowledge, Skills & Abilities
Diablo Water District evaluates candidate qualifications based on an equivalent combination of education and experience. For example, if a candidate does not possess a college degree (applicable to some jobs) but possesses double the number of years required relevant experience, this may satisfy the minimum job requirements. Accordingly, candidates of all education/experiential backgrounds are encouraged to apply.
• One (1) year experience of customer and/or billing service preferred.
• Proficient in 10-key by touch.
Required Licenses and/or Certifications
• Transportation: Employee is responsible to make transportation arrangements (whether by holding a valid driver’s license, or, utilizing rail, bus, ride sharing, taxi or similar means) to effectively and timely complete duties, with reasonable transportation costs reimbursed per District policy.
• If choosing to drive a vehicle for transportation, the employee must hold a valid California Driver’s License and maintain and provide proof of a driving record free from multiple or serious traffic violations or accidents for two (2) consecutive years.
Environmental Factors
• Exposure to the sun: 10% or less work time spent outside a building and exposed to the sun.
• Ability to navigate uneven surfaces, with or without assisting devices.
• Irregular or extended work hours: Occasionally required to change working hours or work overtime.
Typical Physical Activities
Diablo Water District supports modern ergonomics and safety protocols in all of its daily practices.
• Communicates orally with District staff and the public in face-to-face, one-to-one settings.
• Regularly uses a telephone and email for communication.
• Uses office equipment such as computer terminals, copiers, and FAX machines.
• May occasionally travel by airplane and automobile in conducting District business.
• Work at a desk for an extended period of time.
• Ability to lift and carry 30 pounds, bend, crouch, and stoop to perform routine office functions.
