BRIEF DESCRIPTION OF THE JOB

As a Senior Environmental Compliance Specialist, you will lead and oversee the development, implementation, and maintenance of environmental compliance programs, ensuring adherence to all relevant regulations and industry standards. 

Here’s a more detailed breakdown of the role:

Responsibilities:

  • Program Leadership: Develop, implement, and maintain comprehensive environmental compliance programs, ensuring alignment with regulatory requirements and company policies. Environmental programs such as Air Quality Permitting, Waste Management and Biosolids Land Application Management.
  • Regulatory Expertise: Stay current with and interpret federal, state, and local environmental regulations, laws, and policies. Communicate with senior management and regulatory agencies on environmental issues, interpretations and assessments.
  • Compliance Audits and Inspections: Conduct internal audits to identify potential non-compliance issues and recommend corrective actions. Participate in County, State and Federal inspections as needed. 
  • Permitting, Reporting and Documentation: Participate in the permitting process for environmental activities. Prepare and maintain accurate records, reports, and documentation related to environmental compliance activities such as but not limited to Discharge Monitoring Reports, and Self Monitoring Reporting Forms. 
  • Stakeholder Communication: Serve as a point of contact for internal and external stakeholders regarding environmental compliance matters. Reports on the highlights of these meetings to senior management.
  • Problem Solving: Works with operations and engineering to resolve any environmental regulatory compliance issues; provides technical assistance to internal departments and the public regarding environmental questions. 
  • Training and Education: Provide training and education to employees on environmental compliance procedures and requirements. May supervise junior environmental compliance staff as necessary.
  • Continuous Improvement: Identify opportunities for continuous improvement in environmental compliance programs and practices. 
  • Data Analysis: Analyze environmental data to identify trends and inform compliance strategies.  Maintains detailed databases and records on various environmental programs.

Skills and Qualifications:

  • Education: Bachelor’s degree in environmental science, engineering, or a related field.
  • Experience: 5+ years of experience in environmental compliance, with a focus on regulatory compliance and environmental program management in water and wastewater.
  • Knowledge: In-depth knowledge of environmental regulations, laws, and policies including but not limited to the Safe Drinking Water Act, Clean Water Act, National Primary Drinking Water Regulations, Arizona Administrative Code Title 18 – environmental chapters.
  • Skills: Strong analytical, problem-solving, and communication skills. Excellent organizational and time management skills.
  • Certifications: Relevant certifications (e.g., Certified Environmental Manager, Certified Professional in Waste Management) are a plus. Arizona Certified Operator in Water or Wastewater.
  • Leadership: Ability to lead and motivate teams. Excellent written and verbal communication skills. Strong ability to identify and resolve complex problems under pressure to meet deadlines on short notice projects.
  • Software: Proficiency and expertise in MS Office products and data management systems.

Physical Demands: Sitting for extended periods; prolonged periods of time with repetitive motions of hands and fingers; close vision, distance vision and ability to adjust focus; climb stairs, navigate uneven terrain; use fingers to grasp and move small objects; ability to hear and recognize sounds; able to react quickly using hands, fingers, or feet; able to utilize personal protective equipment as appropriate for safety. The employee must occasionally lift and/or move up to thirty pounds. Work is performed in an office and outdoors where the employee may be exposed to noise from construction site heavy equipment and inclement weather.
