Source Control Manager
JOB DESCRIPTION
Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of the Source Control Division within the Operations Department. Participates in the development of policies and strategies for division operations; manages the effective use of division resources to improve organizational productivity and customer service; provides complex and responsible support to the Operations Director in areas of expertise. Additional duties include:
- Plans, manages, and oversees the daily functions, operations, and activities of the Source Control Division, including all pretreatment, industrial waste, environmental compliance sampling, testing, and reporting, as well as wastewater facility, pipeline, and related infrastructure repairs, maintenance, and installation work.
- Implements the District’s Sanitary Sewer Overflow Prevention Plan (SSOPP) and SSOPP response; ensures subordinates follow the policy in work methods and procedures; ensures accurate documentation (date, time, location, volume, etc.) is kept and submitted to Agency staff for distribution to the responsible agencies; serves as a first responder for Agency-related SSOs; oversees the containment and cleanup; reports and documents the SSO to staff.
- Participates in the development, administration, and oversight of the division budgets; determines funding needed for staffing, equipment, materials, and supplies; ensures compliance with budgeted funding.
- Directs and participates in the preparation and completion of a variety of mandated reports for submission to environmental and regulatory agencies; reviews inspection reports, draft permits, and other related documents prepared by staff prior to submission or delivery; prepares compliance audit reports.
- Interprets construction, drawings, diagrams, and specifications to subordinates; inspects work in progress; ensures work complies with appropriate repair methods and techniques; adjusts existing allocation of staff, materials, and budgetary resources within the divisions to meet maintenance service agreements and operational requirements.
- Complies with applicable federal, state, and local laws, codes, and regulations, as well as industry standards and best practices pertinent to the assigned area of responsibility.
- Performs other duties as assigned.
EDUCATION / EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to a bachelor’s degree from an accredited college or university with major coursework in chemistry, biology, engineering, environmental sciences, public administration, or a related field.
- Eight (8) years of increasingly responsible experience in pretreatment, source control, compliance activities, and wastewater utility operations for a large wastewater collection and treatment system, including at least three (3) years of experience in a supervisory capacity.
LICENSES / CERTIFICATIONS
- Possession of a valid California Driver’s License is required to be maintained throughout employment.
- Possession of, or successful acquisition within twelve (12) months of appointment, valid CPR/First Aid/AED Certification, to be maintained throughout employment.
- Possession of one of the following valid certifications at the time of appointment, to be maintained throughout employment: California Water Environment Association (CWEA) Collections System Maintenance Grade IV Certification or CWEA Environmental Compliance Inspector Grade IV Certificate.
- Successful acquisition of one of the following certifications within four (4) years of appointment, to be maintained throughout employment: California Water Environment Association (CWEA) Environmental Compliance Inspector Grade III Certificate or CWEA Collections System Maintenance Grade III Certification.
