Senior Regulatory Compliance Analyst

WESA is seeking the ideal candidate to perform a variety of regulatory compliance duties in support of the District’s wastewater, air quality, water quality, recycled water, storm water, hazardous materials and hazardous waste programs; develops, compiles, and submits a variety of regulatory compliance reports; works with District departments to identify environmental impacts of their operations and actions needed to avoid or mitigate those impacts; tracks regulatory changes and associated impacts on District operations; and performs other related duties as assigned. Receives general direction from assigned management personnel. Exercises direct supervision over technical staff.

Immediate Impact: The successful candidate will be given the following objectives upon hire:

• Within the first month, become familiar with the District’s regulatory programs, permits, reporting requirements, staff, and current priorities.
• Within the first 3 months, demonstrate working knowledge of the District’s water, wastewater, air quality, hazardous materials, and hazardous waste compliance programs.
• Within the first 6 months, independently oversee and demonstrate proficiency in regulatory reporting, review staff work, and tracking and mitigating compliance risks and implementing corrective actions.
• Within the first 9 months, effectively participate in assigned internal and external task force committees and working groups. Complete the 2026/27 TN/TP Offsets Report submittal to RWQCB.
• Within the first 12 months, independently manage assigned compliance programs, effectively support program soft-ware implementation, improve compliance processes, and provide technical guidance to staff and management.

The Ideal Candidate:

• Possesses the equivalent to a bachelor’s degree from an accredited college or university with major coursework in bi-ology, chemistry, environmental science, engineering, or related field.
• Possesses three (3) years of increasingly responsible regulatory compliance program administration experience within a water or wastewater system, or related environmental compliance.
• Possesses a valid Class C California driver’s license, to be maintained throughout employment.
• Is knowledgeable of water, wastewater, environmental, and hazardous-material regulatory requirements.
• Is skilled in regulatory reporting, data analysis, inspections, compliance audits, and technical communication.
• Is able to manage complex compliance programs, meet deadlines, guide staff, and contribute effectively to internal and external committees and working groups
