Position

The Dublin San Ramon Services District is currently recruiting to fill one regular, full-time Senior Management Analyst in the Operations Department.

The Senior Management Analyst in the Operations Department supports six (6) divisions, including the Operations Director. This position is the Operation’s Department’s central connector, serving as the hub for communication across the team, leadership, and partners. The Senior Management Analyst brings people, information, and priorities together to ensure the Department functions as a cohesive, well-coordinated unit. As the primary coordination point, the Senior Management Analyst knows where information iskeeps that information flowing, and tracks progress across multiple workstreams. The position anticipates needs and supports the Department in meeting deadlines and goals

Primary responsibilities of the Senior Management Analyst for Operations include the following:

  • Budget Analysis, forecasting and administration
  • Procurement and purchasing, including serving as the liaison between Operations and Finance
  • District and JPA contracting and assessment
  • CIP project and budget management for Operations
  • Operations project and program management
  • Compose and edit Operations documents, including staff reports and regulatory letters and correspondence
  • Present to the Board and other governing bodies on behalf of the Operations Department
  • Administrative staff functional supervision and oversight

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from assigned Senior Manager. Exercises technical and function direction over and provides training to lower-level professional, technical and/or administrative staff.

Participation in the District’s telework program may be made available for this position after three (3) months of employment (for employees newly hired to the District). If telework is offered and/or made available for this position, it will be for no more than one (1) day per week (Monday or Friday only) and would apply to a new hire or promotional candidate, and in accordance with the terms and conditions of the District’s Telework Program.

Training and Experience

The minimum qualifications described represent the typical way to obtain the required knowledge, skills and abilities to perform the essential duties of the job. Any combination of education, licensing, and/or experience which has provided the knowledge, skills and abilities necessary to perform the job satisfactorily may qualify the candidates to be considered for open positions.

Senior Management Analyst

Education: Equivalent to a bachelor’s degree from an accredited college or university with major course work in business or public administration or closely related field. 

Experience: Five (5) years increasingly responsible professional administrative and analytical experience, including experience in budget, policy analysis and project or program management.

Substitution: Other qualifying education and experience combinations may include:

  • Associate’s degree and seven (7) years of professional administrative and analytical experience as noted above. 
  • High school diploma and nine (9) years of professional administrative and analytical experience as noted above. 

Other Recruitment Standards

Possession of a Class C Driver’s License required by the State of California, Department of Motor Vehicles, to perform the duties of the position. Continued maintenance of said driver’s license in compliance with established District vehicle operation standards, and the ability to be insured for the operation of a vehicle/District vehicle in accordance with the terms and conditions of the District’s insurance program are conditions of continuing employment. The CSRMA driving standards are included herein by reference.

DISASTER SERVICE WORKER

All Dublin San Ramon Services District employees are, by State and Federal law, Disaster Service Workers. The roles and responsibilities for Disaster Service Workers are authorized by the California Emergency Services Act and are defined in the California Labor Code. In the event of a declaration of emergency, any employee of the District may be assigned to perform activities which promote the protection of public health and safety or the preservation of lives and property. Such assignments may require service at locations, times, and under conditions that are significantly different than the normal work assignments and may continue into the recovery phase of the emergency. If a “Local Emergency” is declared during the employee’s shift, employees will be expected to remain at work to respond to the emergency needs of the community. If a “Local Emergency” is declared outside of the employee’s shift, employees must make every effort to contact their direct supervisor or department head to obtain reporting instructions as Disaster Service Workers.

SELECTION PROCEDURE

The selection process may consist of an evaluation of the applicant’s qualifications, supplemental questionnaire, appraisal board interview, written examination, practical exercise and/or internal Department interviews, reference check, and a review of prior performance evaluations. Upon completion of the selection process, an offer of employment may be conditionally based upon the successful completion of a criminal background check and pre-employment medical exam.
