Delta Diablo is pleased to announce the recruitment for a Senior Engineer in our growing Engineering Services Division. This position will directly support the timely delivery of the District’s capital projects, processing of development permits, and support for other division projects and studies.

DEFINITION

Under direction, supervises Engineering Division field and office work relative to the planning, design, and construction of District facilities; plans, manages, and coordinates permitting and reporting to regulatory agencies to meet environmental regulations; oversees the development review and approval processes; performs project management and construction management; and manages the District’s Household Hazardous Waste (HHW) Program and other engineering services for the District.

DISTINGUISHING CHARACTERISTICS

This is a management-level, professional civil engineering classification in the Engineering series. The incumbent performs the full range of professional-level engineering work and administration of various environmental programs requiring independent judgment, initiative, and a full understanding of District policies and procedures. The Senior Engineer is distinguished from the Associate Engineer in that the former directly supervises lower-level classifications in the Engineering Services Department (ESD). The Senior Engineer is distinguished from the Engineering Services Director/District Engineer in that the latter is responsible for the overall day-to-day operations of the Engineering Services Department and serves as District Engineer.

SUPERVISION RECEIVED AND EXERCISED

Under general administrative direction from the Engineering Services Director/District Engineer and may receive direction from the General Manager or Deputy General Manager. This classification exercises supervision and direction over lower-level classifications within ESD. May act as a leader for assigned District teams and projects, and as such, may coordinate or oversee the work of other District staff directly related to the assigned activity.

TYPICAL DUTIES

Duties and responsibilities may include, but are not limited to, the following:

  • Effectively manage the planning and delivery of the District’s capital program, operation of the HHW Program and other environmental programs, timely review of development applications in accordance with District Code, and allocation of resources and functional responsibilities.
  • Develop and monitor the department and division budget and participates in the District’s budget cycle and preparation.
  • Supervise department staff by providing training, regular performance evaluations, guidance, and other actions to motivate and promote staff development.
  • Identify opportunities to improve ESD efficiency and effectiveness, and manage the implementation of improvements and/or updates to related policies and procedures.
  • Ensure completion of ESD work activities in a manner consistent with District policies and procedures, applicable laws, codes, statutes, and regulations.
  • Review information for equipment purchases and engineering projects involving application of multiple legal, technical, or regulatory requirements.
  • Track and analyze regulatory, legislative, and industry changes that may impact environmental and HHW programs and recommends approaches to address these changes, including advocacy, as needed.
  • Ensure projects are planned, designed, and constructed, and equipment is purchased to meet technical requirements while adhering to the approved budgets and schedules, public contracting law (where applicable), District policies and procedures, and other requirements (e.g., grant terms).
  • Coordinate updating the District’s five-year Capital Improvement Program (CIP) to incorporate relevant project information, fiscal constraints, stakeholder input, and District initiatives.
  • Review the accuracy of engineering records and directs the maintenance of engineering records.
  • Perform engineering calculations, conducts design work, administers capital and maintenance projects contracts, and maintains accurate records.
  • Manage engineering and environmental projects and programs with consultants, contractors, other governmental entities, and District staff.
  • Support preparation of application materials and administrative reporting for projects with state and federal funding sources.
  • Coordinate regulatory permit inspections, permit renewal applications and negotiations (e.g., National Pollutant Discharge Elimination System, air quality), responses to notices of violation, and other interactions with regional, state, and federal regulatory agencies with appropriate District staff and management.
  • Perform complex professional engineering work related to the planning, design, and construction of District projects.
  • Prepare and present articulate and effective presentations to management, the Board, other agencies, industry organizations, and the public; may represent the District in meetings with industry organizations, other agencies, and the public.
  • Recommend and coordinate public outreach strategies for the HHW Program.
  • Lead internal teams that analyze historical operating and laboratory data and investigates District facilities and operations to assess compliance with environmental regulations.
  • Coordinate with other departments and divisions during the regular course of business and as part of disaster recovery plan activities.
  • Participate in District related civic events, and activities of community and professional organizations; and attend meetings and make presentations.
  • Provide coverage for work assignments assigned to other staff during short-term, temporary absences on an as-needed and/or assigned basis.
  • Effectively perform other work duties and responsibilities consistent with the position on an as-needed and/or assigned basis.

QUALIFYING TRAINING AND EXPERIENCE

A combination of training and experience that demonstrates an individual has obtained the required knowledge and is able to perform the required work (with reasonable accommodation if needed). A person with the following combined training and experience would most likely qualify to compete in a selection process:

Education:    Bachelor’s degree in Civil Engineering or closely related field from an

accredited college or university. A Master’s degree is highly desirable.

Experience:   Eight (8) years of progressively responsible professional engineering experience, preferably in a public agency water or wastewater setting.

Licenses and Certifications:

  • Must possess a valid registration as a Professional Engineer as issued by the State of California.
  • Failure to maintain a California Professional Engineer license in good standing may result in loss of employment.

ADDITIONAL REQUIREMENTS
