Job Objective
Reporting directly to the Project Manager and Senior Project Engineer, the Project Engineer is responsible for performing process and technical support engineering work and expertise. This position contributes to the goal of optimum plant performance and compliance of two Advanced Water Treatment Facilities (AWTFs). The Project Engineer contributes toward achieving client goals of efficiency, quality assurance and quality control, technical analysis, performance analysis, capital improvements, operation and system reporting and water production through development and implementation of process control management systems for the two facilities. The selected candidate will work closely with PERC staff and client management on successful completion of AWTF facility and O&M contract goals and objectives.
The ARC and LVL are Advanced Water Treatment Facilities (AWTF) with MF/UF, RO and UVAOP treatment systems to produce indirect potable reuse water for groundwater recharge (spreading grounds and injection).
Principal Duties and Responsibilities
• Review and analyze operational and water quality data to determine current operating conditions.
• Collaborate with operations and maintenance (O&M) staff by process monitoring, troubleshooting, and the adjustment of control set points to maintain water quality and production goals.
• Prepare technical reports, including but not limited to daily, weekly, monthly, quarterly, biannual, and annual reports.
• Create and distribute client, regulatory and operating data reports to client and management.
• Perform engineering calculations.
• Able to interpret technical drawings, P&IDs and specifications and produce repair redline markups.
• Review reports, plans, and specifications prepared by client or PERC Water consultants.
• Provide plant design, facility modifications and upgrades, process control improvements and coordinates operation, maintenance, and construction activities. • Ensure optimum plant performance and compliance with water quality objectives.
• Prepare routine process performance reports documenting treatment performance, plant production and treatment costs.
• Utilize process control and QA/QC data management system for monitoring and trending purposes.
• Evaluate procedures and practices, and implement revisions as required to improve plant operations.
• Evaluate and monitor the operation, maintenance and performance including review of existing system designs and operating parameters, performance testing and troubleshooting of operational equipment and instrumentation problems.
• Participate in cross department projects, R&D projects, as directed.
• Assist with on-site inspections and follow-up reporting.
• Develop and implement SOPs for treatment facilities, as needed.
• Edit and coordinates production of manuals, ensuring technical consistency and inclusion of appropriate information and graphics.
• Serve as PERC Water operations liaison for capital improvement projects.
• Assist with development of training programs, preparation of training materials and training of plant personnel in the operation, maintenance and repair of treatment plan processes, equipment and instrumentation.
• Prepare critical path and look ahead schedules as needed.
• May be requested to attend and participate in trade shows and conferences .
• Promote and adhere to PERC Water’s written corporate Safety program.
• Maintain acceptable attendance per PERC Water standards.
• Performs other duties as directed by Supervisor.
Knowledge, Skills and Abilities Required
1. Detailed knowledge of the principles, practices and operation of water and/or wastewater treatment processes.
2. Knowledge of microfiltration (MF), ultrafiltration (UF), reverse osmosis (RO), and ultraviolet advanced oxidation process (UVAOP) systems.
3. Ability to normalize operational data and analyze/assess treatment process performance.
4. Thorough understanding of environmental chemistry, microbiology, operations, and hydraulics.
5. Must possess superior organizational skills and the ability to multi-task and prioritize while managing several tasks and/or projects at a time.
6. Ability to adapt to and shift priorities and effectively perform under pressure.
7. Ability to operate and manage manual and computerized information systems.
8. Must possess a high degree of self-motivation and exhibit strong leadership skills.
9. Able to establish and maintain effective working relationships with others.
10. Must possess excellent verbal, written and interpersonal skills to effectively communicate within all levels of the organization and with the client
11. Proficient with Microsoft applications: Outlook, Excel, Word, PowerPoint
12. Physical:
• Body Positions: Standing, sitting for extended periods of time, walking.
•Body Movements: Use of hands, eyes, arms and voice. Must be able to climb up and down stairs and ladders.
• Must be able to climb on, or into facility equipment and systems (Confined Space Training required)

• Language: Ability includes reading, writing, spelling, and to communicate clearly on business topics in English.
Education, Professional Credentials and Experience Required
1. Bachelor’s degree in engineering or equivalent is required.
2. Detailed knowledge of engineering principles, practices, including the operation of water and/or wastewater treatment plant processes.
3. Preference given to candidates with membrane and AWTF experience.
4. At least 5 years prior water/wastewater/recycled water experience required.
5. A CA Engineer in Training (EIT) or registration as a Professional Engineer (PE) is required.
6. Water and Wastewater certification by the SWRCB, CWEA or AWWA is highly desired.
7. Instrumentation and controls knowledge is highly desired.
Work Conditions
• Both field/treatment plant and office setting
• Hybrid work with manager approval
• Additional Field/Project work at other plants may be required
• Additional travel as required
