JOB SUMMARY: Under the direction of the Project Manager and with general supervision, perform a variety of administrative and coordination activities such as submit, track and coordinate engineering and construction permits with city, county, Caltrans and other utility agencies. This position serves as a liaison between San Gabriel Valley Water Company and external agencies having jurisdiction to process permits in an efficient and effective way.

JOB DUTIES AND ESSENTIAL FUNCTIONS:

  • Research, prepare, and submit engineering and construction permit applications to relevant regulatory agencies;
  • Assist with permits for municipal planning;
  • Organize and maintain all permit records, ensuring compliance with local, state, and federal regulations;
  • Identify permitting risks that may impact project schedules and coordinate mitigation strategies with Project Manager.
  • Track permit status, communicate updates to project teams, and proactively resolve delays;
  • Coordinate agency plan check comments, track responses, and manage resubmittals with engineering and construction teams;
  • Act as the primary point of contact for, and maintain, positive relationships with municipal building departments and agencies having jurisdiction;
  • Assist with permits and approvals related to CEQA, Division of Drinking Water, environmental clearances, and agency conditions of approval;
  • Coordinate with environmental consultants and regulatory agencies as needed;
  • Coordinate with traffic control consultants to receive proposals, prepare authorizations for work and monitor progress;
  • Coordinate permits and approvals with utility agencies, including water boards, flood control districts, rail agencies, and other utility owners for crossings and conflicts;
  • Calculate permit fees, process payments;
  • Attend internal meetings to provide permitting updates;
  • Other tasks and duties as required.

SKILLS, KNOWLEDGE AND PHYSICAL REQUIREMENTS:

  • Knowledge of applicable federal, state and local laws, ordinances, statues, regulations, rules, policies and procedures.
  • Knowledge of water utility infrastructure permits, including water mains, services, fire lines, valves, hydrants, and appurtenances.
  • Familiarity with encroachment permits, street opening permits, and utility coordination.
  • Excellent organizational skills, attention to detail, time management and problem-solving abilities.
  • High attention to detail for managing multiple complex applications simultaneously.
  • Ability to communicate effectively with government officials.
  • Familiarity with construction processes, building codes, and municipal regulations.
  • Excellent grammar and punctuation skills with ability to produce accurate and grammatically correct letters, memoranda, and other required documents;
  • Personal computer experience and proficiency in the use of Word, Excel and other programs with ability to learn and apply periodic software changes and upgrades;
  • Excellent knowledge of management organization and math skills;
  • Working knowledge of copier and other office equipment;
  • Knowledge of and ability to use internet communications and e-mail systems;
  • Ability to communicate effectively, both verbally and in writing and follow oral and written instructions;
  • Good alphabetical and numerical filing and electronic filing capabilities;
  • Ability to work independently with little or no supervision or assistance;
  • Ability to read and understand engineering project plans;
  • Ability to understand construction sequence of projects;
  • Ability to understand steps of permitting and type of permitting needed for engineering and construction projects;
  • Ability to interact with supervisors, co-workers, and other personnel in a cooperative and professional manner;
  • Must be dependable, punctual, have good attendance, and maintain a neat and presentable appearance;
  • Ability to perform repetitive physical activities using feet, legs, hands, and arms, and which include use of keyboard, multiline telephone, walk, sit, bend, stoop, climb stairs, lift up to 50 lbs., reach, grasp, push, and pull.

EDUCATION, TRAINING AND EXPERIENCE: 

Education:

  • Bachelor’s or Associate’s degree from an accredited college or university in building inspection, urban planning, civil engineering, construction management, architecture, or a closely related field;
  • Bachelor’s degree in a related field is desirable and may substitute for a portion of the required experience;
  • Certified Permit Technician or obtain one within 12 months after employment
  • Relevant coursework or training in public works, utility infrastructure, environmental compliance, or regulatory permitting is highly desirable.

Experience:

  • Minimum of five (5) years of progressively responsible administrative, technical, or permitting experience involving extensive coordination with the public, regulatory agencies, or governmental entities;
  • Experience supporting water utility, public works, or infrastructure projects is highly preferred;
  • Demonstrated experience preparing, submitting, and tracking permits for construction or engineering projects, including utility-related improvements (e.g., water mains, services,
  • hydrants, and appurtenances);
  • Experience coordinating with multiple agencies having jurisdiction, including municipal, county, and state entities;
  • Familiarity with permitting processes related to encroachment, street use, right-of-way, and utility crossings;
  • Experience working in fast-paced environments with multiple concurrent projects and deadlines.

Technical Proficiency:

  • ·Experience using online permitting portals and electronic plan review systems (e.g., EPIC LA, Caltrans CEPS, Accela, Cityworks, Bluebeam, or similar platforms);
  • Proficiency in document management systems for tracking permits, plans, and regulatory correspondence;
  • Strong working knowledge of Microsoft Office Suite (Word, Excel, Outlook), including tracking logs, reporting, and document preparation;
  • Familiarity with GIS systems or utility mapping platforms is desirable;
  • Ability to learn and adapt to new software systems and agency-specific permitting platforms.
