REPORTING RELATIONSHIP:
Reports to: Wastewater Plant Manager, Grade V
Supervises the following positions: Technical and maintenance staff
DEFINITION: Under general direction, plans, schedules, assigns, reviews and supervises the work of staff performing operation and maintenance of the District’s Wastewater Reclamation Plant; plans and coordinates a comprehensive maintenance program; coordinates assigned services and operations with those of other District divisions and outside agencies; provides complex staff assistance to management staff in areas of expertise; and performs related work as required.
CLASS CHARACTERISTICS: This is the full supervisory-level class in the Wastewater Treatment Plant series that exercises independent judgment on diverse and specialized duties related to operation and maintenance of wastewater reclamation plants, with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of staff and for organizing and overseeing the day-to-day activities of a wastewater reclamation plant. Incumbents are responsible for providing technical level support to management in a variety of areas. Performance of the work requires the use of independence, initiative, and discretion within established guidelines.
EXAMPLES OF TYPICAL JOB FUNCTIONS:
1) Plans, organizes, assigns, supervises, and reviews the work of staff performing operations and maintenance for the District’s wastewater reclamation plants; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
2) Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
3) Monitors activities of the work unit; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
4) Coordinates assigned services and operations with those of other divisions and outside agencies.
5) Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
6) Provides staff assistance to management; prepares and presents staff reports and other written materials; supervises the establishment and maintenance of reports, records, databases, and files; ensures the proper documentation of operations and activities.
7) Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies; recommends corrective actions to resolve issues.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a High School Diploma and Possession of a Foundational Leadership Certificate; or a minimum of 12 credit hours/units of Supervision/Managerial/Leadership courses from a CVWD approved program.
Experience: Five (5) years of increasingly responsible experience in the Wastewater field, including three (3) years in a supervisory capacity.
Licenses and Certifications: Possession of a valid California Driver’s License, to be maintained throughout employment.
AND
Possession of a Grade IV Wastewater Treatment Plant Operator certificate as issued by the State Water Resources Control Board, to be maintained throughout employment.
