Operations Shift Supervisor (Days 2)
Description
Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job.
The Operations Shift Supervisor is a standalone classification. Incumbents are responsible for performing supervisory level duties, including the same operational duties of subordinate operators in addition to assigning work and evaluating work performance on assigned shift. The Operations Shift Supervisor is distinguished from other classifications by its supervisory responsibility for an assigned shift within operations.
Examples of Duties
The following essential job functions are typical for this classification. - Supervises and performs a variety of tasks associated with the operation, routine maintenance and repair, and upkeep of an advance wastewater treatment system. Treatment processes include Microfiltration, Reverse Osmosis, UV Oxidation, chemical processes, and a conventional reclaimed water filtration system (GAP).
- Supervises employees to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained and work is in compliance with all safety rules; and making hiring, termination and disciplinary recommendations.
- Plans, coordinates, monitors, oversees, and participates in daily operational activities.
- Compiles, prepares, reviews, and maintains a variety of records, logs, reports, and proposals.
- Inspects and evaluates facilities and equipment; responds to facility, plant, hazardous material, and/or equipment emergencies.
- Conducts training on a variety of operational and/or maintenance issues, procedures, and activities.
- Assists in preparing the annual budget; submits requests for funds required to maintain plants, equipment, and assigned staff training requests (e.g. certification renewals, tuition reimbursement schedules).
- Performs work in both non-permitted and permitted confined spaces as required.
- Wears a full-face respirator and/or self-contained breathing apparatus and respond to emergency situations as required.
- Works assigned shift including weekends, holidays, and rotating shift as required. During a plant emergency, may be called in to assist keeping treatment plant in operation.

- Performs other duties of a similar nature or level as required, including those duties of subordinates as required to support the operation of the treatment facilities.
Specific responsibilities for this position may include:
- Supervising daily activity of personnel on assigned shift to operate plant facilities.
- Assisting and supporting internal OCWD departments and contractor activities as required.
- Training and supervision of subordinate operators.
- Identifying and reporting job hazards; completing injury report documentation.
- Developing operational SOPs, JSAs, and training curriculums.
- Monitoring plant equipment and processes along with research experiments.
- Collecting mandated water quality samples.
- Checking plant process chemicals.
- Cleaning and maintaining reverse osmosis and other membrane treatment systems.
- Managing electronic management tools (Microsoft suite, DeltaV, CMMS, various process data spreadsheets).
- Driving to and operating offsite facilities.
- Working alone or in work group settings for extended periods.
Typical Qualifications

- Working knowledge of PCS controlled computer programs as it pertains to water treatment (e.g. DeltaV).
- Reading blueprints, flowcharts, schematic drawings, and/or construction drawings.
- Estimating expenses for budgets.
- Estimating time required to complete tasks.
- Inventorying and purchasing materials, equipment, and supplies.
- Interpreting and applying policies, procedures, codes, laws, and regulations.
- Analyzing situations, identifying alternative solutions, projecting consequences of actions, and implementing recommendations.
- Prioritizing work and multi-tasking activities.
- Troubleshooting and repairing parts and systems related to area of assignment.
- Preparing and maintaining a variety of reports and records.
- Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
EDUCATION AND EXPERIENCE GUIDELINES
Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education/Training: High School Diploma or GED equivalent, and college level course work in Water, Wastewater, Chemistry, Biology or Management and seven years of progressively responsible operations or maintenance experience directly related to the area of assignment; AA degree desirable preferred.
Minimum Grade IV Wastewater Operator’s Certification or Water Treatment T-4 and a AWTO Grade 3 or higher Certification is required. Applicants may be considered without the AWTO Grade 3 Certification if they have qualified experience. However, they must obtain an AWTO Grade 3 Certification within 6 months of employment in the position. Additional related certifications such as CaDPH D-1 or higher; CWEA Maintenance I or higher is preferred.
Experience: Seven years of progressively responsible operations or maintenance experience directly related to the area of assignment. Three years of supervisory experience; or an equivalent combination of education and experience to meet the essential duties of the job such as those listed above.
License: Valid California Class “C” Driver’s License.

Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of forces constantly to move objects. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, workspace restrictions, intense noises and travel. Required to wear personal protective clothing/equipment appropriate for job assignments, including SCBA. Must comply with District’s Respiratory Protection Program and CAL OSHA Safety Regulations. Incumbents require sufficient physical ability to work in an office setting; stand or sit for prolonged periods of time; operate office equipment including use of a computer keyboard; push, pull, lift, and/or carry light amounts of weight; verbally communicate to exchange information.
Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents; and to operate assigned equipment.
Hearing: Hear in the normal audio range with or without correction.

All Orange County Water District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
