Meter Reader I - Senior Meter Reader

JOB DESCRIPTION
Under immediate (Meter Reader I) to general (Senior Meter Reader) supervision, performs field service duties related to the installation, inspection, reading, and maintenance of water meters and associated devices. Leads, oversees, and reviews the work of staff in meter operations; turns water service on and off; analyzes and interprets water consumption data; responds to service orders; communicates directly with customers regarding service and billing issues; and performs a variety of related field tasks associated with public water distribution systems and utility billing. Performs related duties as assigned.
- Utilizes a hand-held meter-reading computer or other device to retrieve data from water meters in accordance with an assigned schedule and route including taking transfer and final readings; notes any unusual computer/device messages and takes appropriate actions to remedy issues.
- Observes and reports meter or service defects, unusual water flow, unauthorized fire hydrant use or unauthorized use of reclaimed water; submits work orders to the Operations Department for the repair of service leaks.
- Observes condition of meter or other unusual conditions relative to need for repair; maintains meters, boxes, lids, and landscape around meter boxes; installs water meters and customer valves.
- Answers customer inquiries and refers customers to the proper District personnel if additional information is requested.
- Leads, oversees, reviews, and participates in the work of staff performing routine meter reading and water distribution system field service work; assumes responsibility for the workflow of an assigned work unit by making work assignments, ensuring work is consistent with quality standards, and timeline expectations are met.
- Performs the more complex work assignments for the Meter Reader series for which there are little or no directly related policies, procedures, or past practice which requires the exercise of independent judgment and discretion in establishing work plans, identifying resources, and completing assignments.
- Performs other duties as assigned.
EDUCATION / EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to completion of the twelfth (12th) grade.
- Possession of a valid California Driver’s License, to be maintained throughout employment.
- Possession of, or successful acquisition within twelve (12) months of appointment, valid CPR/First Aid/AED Certifications, to be maintained throughout employment.
- Meter Reader I
- One (1) year of experience in general maintenance work.
- Possession of, or successful acquisition within 12 months of appointment, a valid Water Distribution Certificate Grade I (D-1), to be maintained throughout employment.
- Meter Reader II
- Three (3) years of increasingly responsible experience with general maintenance, meter reading, meter installation, or a related field.
- Possession of a valid Water Distribution Certificate Grade II (D-2), to be maintained throughout employment.
- Senior Meter Reader
- Four (4) years of increasingly responsible experience reading and maintaining water meters, replacing and installing water meters, and providing quality customer service.
- Possession of a valid Water Distribution Certificate Grade II (D-2), to be maintained throughout employment.
- Possession of, or successful acquisition within 12 months of appointment, a valid CA/NV AWWA Backflow Prevention Assembly Tester Certificate, to be maintained throughout employment.
