The Branch: 

The Public Works Branch is responsible for planning, providing and maintaining infrastructure that supports Carlsbad’s excellent quality of life. The branch includes a variety of departments including Environmental Sustainability, Fleet & Facilities, Construction Management & Inspection, Transportation and Utilities. More than 195 full-time equivalent staff support the branch which also has an annual total budget of over $123 million, along with a total Capital Improvement Program (CIP) appropriation of over $110 million

The Utilities Department: 

The Utilities department provides reliable potable water, recycled water, and wastewater services to customers within the City of Carlsbad and the Carlsbad Municipal Water District, a subsidiary of the city. The department operates and maintains the infrastructure that delivers these critical services to the public, purchases treated water from the San Diego County Water Authority (SDCWA) and partners with the Encina Wastewater Authority (EWA) for wastewater treatment.

 

The Position:

The Management Analyst is a seasoned and experienced professional, with knowledge of departmental operations, administration, project management, contracts, grant administration, finance and budgeting. This role provides technical guidance to staff at all levels of the organization and works cross-functionally to develop strong strategic partnerships. Reporting to the Director or Senior Management Analyst, the management analyst develops and applies solutions to complex opportunities or problems using advanced principles, theories and concepts. Successful individuals in this role routinely apply a high degree of innovation, teamwork and resourcefulness to their work.

The management analyst is a skilled, effective, and compelling communicator, with excellent presentation, demonstration, facilitation and writing skills. Being an extremely effective team player and informal/formal team leader is critical for this role. An understanding of the various funding sources is valued in this role. Assignments are often self-initiated.

Key Responsibilities:

  • Routinely works with diverse teams at all levels of the organization to clarify goals, objectives and performances measures, and facilitate the delivery of high-quality services in the most efficient and cost-effective manner. 
  • Conducts fiscal and operational analytical studies and prepare and submits data and reports evaluating current department operations and services.
  • Leads or supports project teams using effective project management skills and techniques. 
  • Coordinates with contract administration division staff to prepare public bidding documents, aid in analysis, negotiation and vendor selection, and administer and monitor contracts.
  • Provides support to management-level staff in the department as appropriate.
  • Ensures records management is implemented throughout the department in accordance with the city’s records retention schedule and all applicable laws.
  • Develops and administers division budgets and contracts; participates in forecasting budget needs; evaluates and recommends division staffing needs, training, equipment, materials, and supplies.
  • Monitors requirements of ongoing programs and obligations of funds received to ensure conformity and necessary reports are completed and filed when due.
  • Prepares staff reports and makes presentations and recommendations to the City Council.
  • Project management as assigned: define, develop, and implement projects and special assignments.
  • Monitors both EWA and SDCWA operations and maintenance budgets.
  • May provide training and assistance to volunteers, interns, and/or staff.
  • Other duties as necessary to support the city’s vision, mission and values.

Responsibilities specific to the Utilities Department:

  • Develop subject matter expertise in State Water Use Efficiency Standards and other State regulations and support the department with regulatory compliance and reporting. 
  • Develop subject matter expertise with customer water usage data and the associated databases and software programs.

Qualifications:

Knowledge of:

  • Requires an advanced understanding of:
  • How the department’s work supports the city’s vision, mission and values, and City Council goals.
  • City’s services, policies, procedures, and departmental roles and responsibilities in multiple areas.
  • Familiarity with various funding mechanisms for department operations and projects.
  • Principles and practices of public administration and management.
  • Effective communication techniques, including speaking and making presentations to groups.
  • Methods of administrative research, data analysis and reporting.
  • Knowledge of public contracting requirements and techniques. 
  • Principles and practices of organization, administration, budgeting and personnel management.
  • Advanced level skills in contemporary word processing, spreadsheet, and database software.

Ability to:

  • Ensure that department activities conform with federal, state and local laws and regulations.
  • Assist in preparing the annual budget and monitoring revenues and expenditures.
  • Prepare executive-level correspondence and reports.
  • Communicate clearly, both orally and in writing.
  • Establish and maintain cooperative relationships with those contacted during work.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  • Work well under pressure to meet deadlines.

Experience & Education:

The equivalent of a bachelor’s degree from an accredited college or university with major work in public administration or related field.

  • A minimum 3 years of related experience. 
  • 5-7 years of experience is highly desirable.
  • A master’s degree in public administration or a related field is highly desirable and may be substituted for one year of experience.

Salary Range: $81,263.00 – $111,498.00
