Maintenance Supervisor - CPEN

APPOINTMENT TYPE
This is a full-time, benefited term appointment with Fallbrook Public Utility District for an initial period of five (5) years. The selected candidate will be an employee of the District, not a federal employee, and will receive full benefits, including participation in the District’s retirement system.
Continuation beyond the initial term may be considered based on funding availability, operational needs, satisfactory performance, and approval by the partnering federal agency; however, extension is not guaranteed. The District intends to provide a minimum of six (6) months’ notice prior to the end of the term regarding the status of the position.
During the term appointment, the employee may apply for and be considered for other District positions in accordance with applicable District policies and procedures.

Wastewater Treatment Plant, Camp Pendleton and Fallbrook, California.
SALARY RANGE
$61.54 – $76.84
DEFINITION
Under the direction of the Maintenance and Electrical Manager, plans, supervises, reviews and participates in the work of staff involved in the installation, maintenance, repair, and servicing of electrical and mechanical equipment and machinery used the transmission and treatment of wastewater, and in the production, treatment, storage, transmission, and distribution of potable and reclaimed water; and performs related maintenance activities, including procurement, scheduling preventative and corrective maintenance, record keeping, and budget management; and performs additional duties as assigned.
CLASS CHARACTERISTICS
This supervisory level position provides supervision, technical assistance, and training to staff. The incumbents are accountable for supervising assigned personnel, and monitoring and directing day-to-day activities. Duties and responsibilities are carried out with considerable independence within the framework of established policies, procedures and guidelines. This position performs advanced level installation, maintenance, troubleshooting and repair of process control equipment.
Example of Duties:
- Participates in the selection and training of assigned personnel;
- Plans and evaluates the performance of assigned personnel;
- Establishes performance requirements and personal development targets;
- Regularly monitors performance and provides coaching for performance improvement and development;
- Takes disciplinary action to address performance deficiencies in accordance with personnel policies and rules;
- Provides day-to-day leadership and works with staff to ensure a high-performance, customer service-oriented work environment which supports the District’s goals and objectives;
- Assists in developing and administering the assigned budget, recommend expenditures for equipment, materials, and staffing;
- Supervises and participates in a wide range of plant equipment maintenance activities;
- Prepares and maintains a variety of records and reports, including timecards, inspection forms, accident reports, and maintenance requests;
- Maintains records in the form of blueprints, drawings and specifications for industrial and water works equipment and machinery;
- Plans and schedules for maintenance and construction projects;
- Assists with the oversite of the CMMS system, creates service orders and work orders, monitors work progress, generates reports, and ensures the completion of preventative maintenance work orders and service requests;
- Maintains and repairs all electrical and mechanical equipment;
- Responds to emergencies involving power outages, plant equipment failures, or chemical leaks;
- Ensures staff observe and comply with all District and mandated safety rules, regulations, and protocols; and
- Performs other duties as assigned.
Knowledge, Skills and Abilities Required:
Knowledge of:
- Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures
- Computers and networked systems.
- Process control equipment used in the water/wastewater industry.
- Power distribution systems and transformers, diesel generators, automatic transfer switches, and motor control centers.
- Pumps, motors, motor and motor control systems.
- PLCs and HMI terminals, switches, routers, radio and wired telemetry devices.
- Instrumentation, including pressure transmitters, level transmitters, flow meters, chlorine sensors, and water quality analyzers.
- National Electrical Code.
- Electrical safety procedures and PPE selection.
- CMMS/EAM practices and procedures
- Applicable codes and regulations.
- Installation, repair and maintenance of a wide range of mechanical, electrical and electronic equipment.
- Proper methods, materials, tools and equipment used in the electrical and electronic trades.
- Proper use of hand and portable power tools.
- English usage, oral and written.
- Principles and procedures of recordkeeping.
- Word processing and spreadsheet software.
- Appropriate safety precautions, procedures, practices and regulations.
Ability to:
- Quickly learn and understand complex technologies.
- Select and supervise staff, provide training and development opportunities, ensure work is performed effectively, and evaluate performance in an objective and positive manner.
- Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
- Plan and lay out assigned tasks according to priority.
- Perform skilled diagnosis on process control systems.
- Troubleshoot complex motor control schemes, including VFDs.
- Assist with the preparation, administration and monitoring of the department budget.
- Update and maintain CMMS/EAM work orders, service requests, and scheduling.
- Work from technical manuals, shop drawings, wiring diagrams, blueprints, schematics, rough sketches, plans, specifications and catalogs.
- Operate a vehicle observing legal and defensive driving practices.
- Understand and carry out oral and written instructions; Communicate clearly and concisely, both orally and in writing, using proper English grammar and syntax; and
- Establish and maintain effective relationships with those contacted in the course of work.
Licenses and Certifications:
- Possession of a valid and appropriate California driver’s license.
- CWEA Electrical/Instrumentation Grade 3, within one year of hire.
- A current Water Distribution Operator Grade II (D2) certification is desirable.
- A current Water Treatment Operator, Grade II (T2) certification is desirable.
- Computerized Maintenance Management System (CMMS) certification is highly desirable.
Education, Training and Experience:
- Equivalent to a High School Diploma is required. An associate’s degree in electrical, electronic, or mechanical technology is highly desired.
- Five years of progressive experience in maintenance within the water industry, a minimum of which two years include a senior or leadership role. Supervisory experience is highly desirable.
Physical Demands
- Walking: Moves about on foot often in confined spaces and over grating.
- Carrying: Transports objects by holding them in hands or arms.
- Hands/Arms: Operates electrical and computerized instrumentation; operates hand and power tools.
- Handling: Seizes, hauls or works with hands.
- Lifting: Raises and lowers pumps, motors, and related items.
- Reaching: Extends hands and arms in any direction.
- Stooping: Bends body downward and forward by bending at the knees or waist often while digging with a shovel.
- Climbing: Up and down from roofs; ascends and descends ladders up to 50 feet in height; in and out of confined spaces.
- Vision: Reads work tickets, ID tags on pumps and motors, instruments gauges, operates District equipment and vehicles.
- Talking: Communicates by radio and in person in a noisy environment.
- Hearing: Hears well enough for safety in and around plant equipment.
- Sitting: Sits at workbench and in District vehicles.
- Standing: Up to two hours per day while monitoring instrumentation.
Physical Strength
- Lifting: 75 pounds daily; frequent exertion.
