The Role

Engineers within Marin Water perform professional and technical engineering work related to water system facilities, including pipelines, pump stations, tanks, treatment facilities, and related infrastructure. Assignments and responsibilities vary by classification, with increasing levels of independence, project complexity, and leadership at higher levels.

Junior Engineer – Entry-level professional engineering role, performing routine engineering tasks under supervision while gaining practical experience.

Assistant Engineer – Journey-level engineer performing more complex work with greater independence and may serve as project engineer on assigned projects.

Associate Engineer – Fully qualified engineer functioning as a project manager, responsible for complex projects, budget and schedule control, and supervision or coordination of staff and consultants.

Typical Duties

Depending on classification level, duties may include, but are not limited to:

• Planning, designing, and preparing engineering plans, specifications, cost estimates, and technical reports for water system facilities

• Conducting engineering studies, analyses, and long-range planning efforts

• Serving as project engineer or project manager on capital improvement and infrastructure projects

• Inspecting and directing construction work to ensure compliance with approved plans, specifications, and safety standards

• Managing design contracts, schedules, budgets, and consultant services

• Coordinating with District staff, contractors, developers, other agencies, and the public

• Assisting with grant applications and funding documentation

• Monitoring project costs, processing progress payments, and maintaining accurate project records

• Applying applicable standards, codes, and regulations (including State and federal requirements)

• Supporting system operations, maintenance coordination, and infrastructure protection

• Training, providing direction to, or evaluating subordinate engineering staff (Associate level)

• Interpreting and enforcing safety rules and ensuring safe working conditions

The ideal candidate

Candidates should demonstrate knowledge and ability appropriate to the classification level, including:

• Engineering principles and practices related to water system planning, design, construction, and operations

• Materials, hydraulics, structural principles, and stress analysis

• Engineering office procedures, report writing, and technical documentation

• Project scheduling, budgeting, and financial management (higher levels)

• Applicable regulations, standards, and codes (e.g., California Department of Public Health, AWWA)

• Ability to prepare accurate engineering calculations, drawings, and reports

• Ability to work effectively with multidisciplinary teams and external stakeholders

• Process engineering, water or wastewater treatment, or chemical systems relevant to water quality and regulatory compliance

• Mechanical systems design and maintenance related to pumps, motors, valves, and treatment or distribution facilities

Qualifications

Qualifications vary by level. A typical pathway includes:

Education (All Levels): Bachelor’s degree in an ABET-accredited engineering program (or equivalent) in Civil Engineering, Mechanical Engineering, or Chemical Engineering

Experience:

Junior Engineer: Entry level; no prior professional engineering experience required

Assistant Engineer: At least two years of technical engineering experience. (Registration as a Professional Civil Engineer in the State of California is required for consideration of advancement to Associate Engineer.)

Associate Engineer: At least three years of increasingly responsible engineering experience in the areas of assignment relating to water facilities planning, design and construction, or water quality, including at least one year of project management and/or supervisory experience

Licenses and Certifications

Requirements depend on classification level and assignment:

All Levels: Valid California driver’s license (or ability to obtain)

Junior Engineer: Engineer-in-Training (EIT) certificate desirable but not required

Assistant Engineer: Engineer-in-Training (EIT) certificate required

Associate Engineer: Registration as a Professional Civil Engineer in the State of California and a D2 Water Distribution Operator License (D2 is required within one year of appointment)

A Special Note for Out-of-State Associate Engineer Applicants The Associate Engineer level requires a valid Professional Civil Engineering License in the State of California, however Professional Civil Engineering Licenses from outside of California will be considered at the Assistant Engineering position level, with the opportunity to advance to the Associate Engineer position once the incumbent has met the requirements and has obtained the certification for Professional Civil Engineer in the State of California
