GENERAL

Under general supervision, the Instrumentation Technician installs, maintains, programs, and repairs electrical control systems, Supervisory Control and Data Acquisition (SCADA) systems, and instrumentation equipment, including programmable logic controllers (PLCs), variable frequency drives (VFDs), and remote monitoring systems. This position requires standby duty on a rotational basis and availability to respond to emergency calls. The incumbent must live within a 30-mile radius of the district headquarters.

GENERAL JOB DUTIES

• Maintain, operate, and troubleshoot all electrical control and automation systems for water & wastewater operations including VFDs, PLCs, operator interface devices, relays, transmitters, indicating devices, telemetry systems, and SCADA systems. 

• Install, program, upgrade, and maintain software and computer-controlled equipment including PLCs, SCADA systems, radio communication systems, computer networking, and operator interface devices.

• Perform preventative maintenance and repair on District electrical infrastructure.

• Work independently under limited supervision, and establish and maintain working relationships with customers, management, and coworkers.

• Monitor SCADA system data and health to detect anomalies and irregularities. Troubleshoot and diagnose issues, and implement necessary repairs, upgrades or improvements.

• Develop and maintain standard operating procedures for SCADA system operations.

• Coordinate with IT professionals to maintain reliable network connectivity, implementation, and enforcement of cybersecurity measures to safeguard SCADA systems and critical infrastructure.

• Ensure that all SCADA systems and related processes comply with industry regulations, safety standards, and environmental requirements.

• Stay updated on industry best practices and emerging technologies in SCADA systems and recommend improvements as necessary.

• Respond to after-hours SCADA system emergencies promptly, coordinating with relevant teams to resolve issues and minimize service disruptions.

• Observe and comply with District and government-mandated safety rules, regulations, and protocols. Present a professional image at all times and ensure that all internal and external deadlines are met; continue professional development through attainment of additional certifications, training, and education. Perform other duties as assigned.

QUALIFICATIONS

• Associate degree or higher in industrial instrumentation, industrial controls, programming, electronics, electrical engineering, or similar field, and three years of field experience OR equivalent knowledge gained from relevant work experience.

• Experience with VFDs, PLCs, 480-volt motors, and/or automation software. 

• Knowledge of instrumentation devices including flowmeters, pressure transducers, control valves, etc. 

• Strong knowledge of SCADA hardware and software and network communication protocols.

• Familiarity with water and wastewater treatment processes is a plus.

• Excellent problem-solving skills and attention to detail.

• Strong communication and interpersonal skills.

• Ability to work in a fast-paced environment and handle emergencies effectively.

• Possession of, or successful acquisition of within 12 months of employment, a valid SWRCB Grade 1 Water Distribution or Treatment Operator Certificate, to be maintained throughout employment. 

• Possession of a valid California class C driver’s license, to be maintained throughout employment.
