Current: $106,326 – $132,907 (Effective July 14, 2025: $111,642 – $139,553)

About the Position and Department

This position reports to the Utility Services Manager and will organize and supervise assigned personnel of the Fleet Maintenance Section responsible for the maintenance and servicing of light, medium, and heavy gasoline, electric, hybrid, and diesel-powered vehicles while also overseeing their strategic management of fleet assets and supporting environmental goals.

The Operations Department is responsible for the operations, maintenance and repair of all Otay Water District facilities and equipment. Facilities include pipelines, reservoirs, pump stations, lift stations, and a reclamation plant for potable and recycles water distribution, wastewater collections, and wastewater reclamation. The Operations Department has approximately 57 employees.

Examples of Duties

Essential Functions:

  • Organizes, participates, and supervises the day-to-day work of vehicle maintenance personnel.
  • Assists in the input and preparation of the annual department budget and monitors budget expenditures.
  • Assists in the development and implementation of the District’s Strategic Plan and Performance Measures.
  • Develops, implements, and oversees fleet asset management practices, including developing and implementing standard operating procedures (SOPs) for fleet operations.
  • Leads digitization efforts for fleet record to ensure accurate, up to date information for reporting and decision-making.
  • Develops, submits, and oversees proposals and recommendations for equipment, vehicle replacements including initiatives related to fleet electrification and zero-emission vehicle transitions. Coordinates with the District’s Procurement and Contracting Analyst to prepare specifications and solicit bids or request for proposals.
  • Conducts cost comparison analyses and prepares reports to support strategic decision-making in fleet management.
  • Applies and enforces policies and regulatory requirements set by the District and outside regulatory agencies as it applies to fleet vehicles and equipment for rust removal, schedules for prime paint as needed.
  • Manages fuel inventory, provides monthly fuel reports of fuel used and purchased as requested.
  • Performs rust abatement and evaluates fleet vehicles and equipment for rust removal, schedules for prime paint as needed.
  • Ensures the Districts safety program is followed by assigned staff and that required training and certifications are completed and filed on time. 
  • Prepares specifications and cost estimates for effective maintenance and utilization of vehicles and equipment.
  • Develops, implements, and monitors programs of preventive and predictive maintenance.
  • Inspects and diagnoses engine, mechanical, and structural problems in motorized equipment including electric and hybrid vehicles and determines repairs to be made.
  • Evaluates suppliers’ services, products and pricing. Negotiates prices and makes direct purchases up to their signature authority. 
  • Designs, fabricates and installs special tools, parts, equipment, appliances and structures.
  • Prepares reports on equipment utilization, maintenance status, and overall fleet performance, including repots on fleet asset cost efficiency and makes recommendations.
  • Coordinates the work of the unit with other departments, agencies, and vendors to include managing Hazardous Materials Disposal contracts with outside vendors. Prepares and maintains a variety of computerized reports and records.
  • Operates a District vehicle as required in performance of assigned tasks.

Required Licenses and/or Certifications

  • A valid California Class A Driver’s License with air brake and tank endorsements within ninety (90) days of appointment and a safe driving record.
  • Air Brake Repair Certificate within (90) days of appointment.
  • Certificate in Automotive Technology and Diesel Technology desirable.

Minimum Experience, Education, and Training Requirements

Experience:

Six (6) years of combined experience in the repair and maintenance of gasoline, electric, hybrid, and diesel-powered vehicles, construction equipment, and portable and stationary engines. Supervisory experience is desirable.

Education:

High school diploma or G.E.D. Associate’s degree in automotive technology is desired.

This position is subject to random drug testing during employment.

This is an exempt position not eligible for overtime.
