JOB SUMMARY:
Under the supervision of the Facilities Supervisor, performs facilities location, leak detection and continuity tests on District’s underground services, mains and appurtenances. As a condition of employment, this position is required to standby and work as an emergency crew (duty) person on a rotating basis covering nights, holidays and weekends. Applies all standard safety practices.
ESSENTIAL FUNCTIONS:
1. Performs and prioritizes a variety of location and leak detection activities on distribution and transmission mains, fire hydrants, fire and meter services, cathodic protection stations and test sites and all other District appurtenances.
2. Operates a computer to input, receive, process and obtain data on all underground locations for utility companies, private contractors and other public agencies. Assists with maintaining DigAlert ticket audits and daily activity logs per the District’s retention policy.
3. Reads and interprets District maps, as-built drawings and geographic information system (GIS) web-based mapping.
4. Performs hard physical labor in a variety of construction and maintenance activities, such as installing and repairing water services, mains, valves and performs grounds maintenance at all District facilities.
5. Operates construction equipment such as soil compactors, pneumatic tools, compressors, dump trucks, pickups and crew trucks.
6. Assists with water distribution related tasks such as emergency and scheduled shutdowns, including notifying customers and other affected parties and/or agencies and ensuring District compliance with its National Pollutant Discharge Elimination System permit. Investigates, troubleshoots and reports leaks in the water distribution system.
7. Standby and work as an emergency crew (duty) person on a rotating basis covering nights, holidays and weekends. Emergency crew personnel are required to be able to report to the District’s headquarters facility within 45 minutes. Employees on standby may not consume alcoholic beverages or be under the influence of controlled substances, as described in the District’s Personnel Policies Manual.
8. Ensures safe work conditions by following District safety guidelines and safety-related directives, including but not limited to, using personal protective equipment as directed, operating District vehicles and equipment in a safe manner, and following District safety policies outlined in the Safe Work Practices manual.
9. Performs related work as assigned.
QUALIFICATIONS:
1. Education and experience equivalent to graduation from high school. Experience in construction and/or maintenance in a water or sewer utility is desirable. Experience using electronic location and leak detection equipment is desirable.
2. Knowledge of water industry construction standards and GIS mapping; theory, methods and equipment used in locating facilities and performing leak detection; DigAlert notification processes; and California Government Code 4216.
3. Must have a valid California driver’s license and must be acceptable to the District’s automotive liability insurance carrier.
4. Must communicate clearly and concisely, establish and maintain effective working relations with other personnel and promote good relations with the public.
5. Must possess a Water Distribution Operator D1 certification (or higher) administered by the California Drinking Water Certification program or obtain the required certification within one year of starting work in this position.
6. Must pass annual fit testing for an air-purifying respirator.

Vision: Reads manuals, instructions, and safety warnings. Operates handheld tools and District vehicles. Operates and reads computer screens, plans and maps.
Walking: Frequent. Type of walking surface: asphalt, grass, dirt, gravel, uneven terrain, including slopes.
Lifting/Carrying: Frequent – routine weight lifted is 20 to 60 pounds, occasional maximum is 90 pounds. Operates hand-manipulated tools such as jackhammers and soil compactors with weights to 125 pounds.
Stooping/Bending: Frequent. May shovel and work in a stooped or bent position within a confined space.
Crouching/Kneeling: Frequent.
Crawling: Occasional.
Climbing: Occasional – must use ladders and climb in and out of excavation or to access reservoirs and vaults, at heights of 40’ or more.
Balancing: Occasional need to balance on ladders, platforms or at edge of trenches.
Body Twisting: Frequent.
Reaching: Above shoulder height – 10% of the time.
At shoulder height – 10% of the time.
Below shoulder height – 80% of the time.
Pushing/Pulling: Occasional.
Fingering/Handling: Frequent. Performs fingering work by touch in certain limited space work areas. Seizes, holds or works with hands regularly to hold tools and manipulate pipes, valves, components, valve covers and vault lids. Operates computer keyboards.
HAZARDOUS MATERIAL HANDLING:
Handles and works around various water disinfectants, testing reagents, oils and greases for operational equipment, and various cleaning agents for housekeeping.
ENVIRONMENTAL CONDITIONS:
Work is generally outdoors. Outside work involves exposure to marked changes in temperature, humidity, precipitation and exposure to hazards. Assignments include working night, weekend and holiday shifts in the absence of other District staff.
POSITION STATUS:
This position is non-exempt and eligible for overtime compensation under the Fair Labor Standards Act and in accordance with District policies.
