Silicon Valley Clean Water (SVCW) is a wastewater treatment facility located on the western shore of San Francisco Bay providing wastewater conveyance and treatment for 220,000 residents and businesses in southern San Mateo County. SVCW plays a vital role in protecting the public health of the surrounding community and the environmental health of San Francisco Bay. SVCW is a joint powers authority serving the cities of Belmont, San Carlos, Redwood City and the West Bay Sanitary District.
SUMMARY
Under general supervision, conducts routine inspections, collects samples and conducts field analysis on industrial wastewater, municipal wastewater, groundwater discharges, organic wastes, stormwater, food establishment FOG collection systems and other waste streams. Conducts field investigations to determine and mitigate non-compliant discharges, prepares reports and must be familiar with all regulatory requirements.
Every employee appointed to a position at SVCW shall serve at the will and pleasure of the appointing authority.
THE IDEAL CANDIDATE
· All SVCW employees are required to work safely.
· Interact with the public as an official regulatory representative of Silicon Valley Clean Water.
· Survey SVCW service area to identify new industrial and stormwater dischargers and determine applicability of federal, state, local and SVCW Regulations.
· Inspect pretreatment facilities and process industrial commercial establishments for compliance with SVCW’s Regulations and Industrial Discharge Permits.
· Determine appropriate sampling locations and collect samples for wastewater discharges from industrial, commercial and institutional sources.
· Sample wastewater from SVCW’s Member Agency’s sampling stations during summer months.
· Properly collect samples for stormwater discharges from industrial, commercial and institutional sources that require stormwater monitoring.
· Identify new Food Service Establishments and perform FOG inspections of regulated Food Service Establishments.
· Provide stormwater inspections for the SVCW Member Agencies that contract with SVCW.
· Participate in public outreach efforts including Sewer Science, Earth Day activities, and other activities related to wastewater education.
· Coordinate inspection and start-up of groundwater sites; coordinate sampling schedules.
· Monitor and track local, state, and federal environmental regulations; ensure compliance.
· Implement SVCW Enforcement Response Plan and initiate enforcement proceedings where necessary.
· Track in-house permits to assure SVCW’s environmental compliance.
· Implement SVCW Waste Management Program and assist with internal hazardous materials issues.
· Review and interpret laboratory reports; prepare quarterly and annual reports.
· Utilize LINKO software for Environmental Compliance data management.
· Perform a variety of other duties as assigned.

MINIMUM QUALIFICATIONS
Any combination of education and experience that demonstrates possession of the requisite knowledge, skills and abilities. A typical way to obtain these would be:
· Bachelor’s degree in biochemistry, chemistry, environmental engineering, environmental science, biology or a related field, is desired.
· One (1) year of experience in industrial pretreatment processes, facilities management, or areas related to environmental compliance, hazardous materials management, industrial inspection, FOG inspection or stormwater inspection.
Certification and Licenses
· Possession of or the ability to obtain within eighteen (18) months of assignment to the position of Environmental Compliance Specialist, a CWEA Environmental Compliance Inspector Grade I certification.
· Valid California Class C Driver’s License and an acceptable driving record as defined by SVCW’s Driving Eligibility Standards.
PHYSICAL TASKS AND ENVIRONMENTAL CONDITIONS
While performing the duties of this job, the employee is regularly required to sit. The employee frequently is required to use hands and fingers to handle or feel; reach with hands and arms; and talk and hear. The employee is occasionally required to stand and walk. The employee must regularly lift and/or move up to 20 pounds and occasionally lift and/or move up to 80 pounds. Specific vision abilities required by this job include close vision, and ability to adjust focus.
While performing the duties of this job, the employee regularly works outdoors and in indoor conditions and regularly works near video display. The employee is exposed to chemicals, fumes, odors, and gasses, and works with and around machinery having moving parts. The employee is exposed to outside weather conditions, uses a vehicle and occasionally works evenings or on weekends and in dark (morning or night) light conditions. The employee will interact with businesses and industries in the service area with varying work environments. The noise level in the work environment is usually minimal. Safety is priority while performing all SVCW work tasks.
PRE-EMPLOYMENT PROCEDURES
The selection process may consist of an evaluation of the applicant’s qualifications, appraisal board interview, written examination, practical exercise and/or internal Division interviews and reference check. Upon completion of the selection process, an offer of employment may be offered and will be conditionally based upon the successful completion of an employment and education verification, criminal background check, and a pre-employment medical exam.
