JOB DESCRIPTION

Under general direction, plans, organizes, coordinates, and manages an environmental compliance program and its administrative activities; coordinates projects and activities with other District departments and outside agencies; provides highly responsible staff assistance to the Environmental Services Manager in areas of expertise; and performs related duties as assigned.

  • Plans, develops, administers, implements, and oversees the daily functions, operations, and activities of the District’s Water Quality Program.
  • Supervises sampling and monitoring activities, flow data gathering, plan reviews, and documentation for conformance with all District regulations, standards, and applicable regulatory requirements.
  • Prepares and submits required regulatory reports to county, state, and federal environmental regulatory agencies; corresponds and communicates with environmental regulatory agencies regarding water operations.
  • Oversees the District’s cross-connection and backflow prevention program when assigned to water quality; enforces related regulations and standards.
  • Ensures District compliance with all regulatory requirements for District operations; maintains compliance status of laboratory testing results (water quality) and monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and agencies.
  • Participates in the development and implementation of goals, objectives, policies, and priorities for the program; recommends within department policy, appropriate service, and staffing levels; recommends and administers policies and procedures.
  • Develops, administers, and oversees program budget(s); determines funding needed for staffing, equipment, materials, and supplies; conducts studies to forecast spending and cost benefits for assigned special projects and potential services; monitors expenditures and submits invoices for supplies and equipment; ensures compliance with budgeted funding.

EDUCATION / EXPERIENCE

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to completion of the twelfth (12th) grade, supplemented by college-level coursework in chemistry, biology, environmental science, engineering, or water/wastewater treatment.
  • Five (5) years of increasingly responsible experience in regulatory compliance activities for a complex water, including two (2) years of experience in a lead or supervisory capacity equivalent to a Water Quality Coordinator at Jurupa Community Services District.

LICENSE / CERTIFICATIONS

  • Possession of a valid California Driver’s License, to be maintained throughout employment.
  • Possession of, or successful acquisition within twelve (12) months of appointment, valid CPR/First Aid/AED Certifications, to be maintained throughout employment.
  • Possession of a valid California State Water Resources Control Board Grade III (D-3) Water Distribution Operator Certificate, to be maintained throughout employment.
  • Possession of a valid California State Water Resources Control Board Grade III (T-3) Water Treatment Operator Certificate, to be maintained throughout employment.
  • Possession of, or successful acquisition within twelve (12) months of appointment, a valid Backflow Tester Certification, to be maintained throughout employment.
  • Possession of, or successful acquisition within twelve (12) months of appointment, a valid Cross Connection Specialist Certification, to be maintained throughout employment.
