JOB DESCRIPTION
Under general direction, plans, organizes, coordinates, and manages an environmental compliance program and its administrative activities; coordinates projects and activities with other District departments and outside agencies; provides highly responsible staff assistance to the Source Control Manager in areas of expertise; additional duties include:
- Plans, develops, administers, implements, and oversees the daily functions, operations, and activities of the District’s Environmental Compliance Program.
- Participates in the development and implementation of goals, objectives, policies, and priorities for the program; recommends within department policy, appropriate service, and staffing levels; recommends and administers policies and procedures.
- Develops, administers, and oversees program budget(s); determines funding needed for staffing, equipment, materials, and supplies; conducts studies to forecast spending and cost benefits for assigned special projects and potential services; monitors expenditures and submits invoices for supplies and equipment; ensures compliance with budgeted funding.
- Ensures District compliance with all regulatory requirements for District operations and maintains compliance status of industrial discharges.
- Provides highly complex staff assistance to the Source Control Manager; prepares reports and correspondence concerning new or ongoing programs and program effectiveness; prepares statistical reports as required; establishes and maintains working and official program files.
- Perform other duties as assigned.
EDUCATION / EXPERIENCE
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to completion of the twelfth grade, supplemented by college level coursework in chemistry, biology, environmental science, engineering, or water/wastewater treatment.
- Five (5) years of increasingly responsible experience in regulatory compliance activities for a complex water and wastewater system including two (2) years of experience in a lead or supervisory capacity equivalent to a Water Quality Coordinator or Environmental Compliance Coordinator at Jurupa Community Services District.
LICENSES / CERTIFICATIONS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Possession of a valid California Driver’s License, to be maintained throughout employment.
- Possession of, or successful acquisition within twelve (12) months of appointment, valid CPR/First Aid/AED Certifications, to be maintained throughout employment.
- Possession of a valid California Water Environment Association (CWEA) Environmental Compliance Inspector Grade III Certificate, to be maintained throughout employment.
- Possession of, or successful acquisition within twelve (12) months of appointment, a valid California Water Environment Association, Collections System Maintenance Grade II Certification, to be maintained throughout employment.
