OC San is currently looking to fill the role of an Engineering Supervisor (Commissioning).
Under general direction, supervises, assigns, reviews, and participates in the work of staff responsible for engineering planning and design, construction and capital projects management, treatment process and collections system performance, automation system design and maintenance, and wastewater discharge permitting and enforcement; coordinates assigned activities with other divisions, departments, and outside agencies; assists management in determining technical objectives; ensures work quality and adherence to established policies and procedures; performs the most technical and complex tasks relative to assigned areas of responsibility; and performs duties as assigned.
Specific responsibilities for this position include leading a team of engineers to coordinate all commissioning and shutdown activities across project phases, and ensuring systems meet design intent, operational readiness, and quality standards. This role manages the Commissioning Team and its interaction with stakeholders, ensures commissioning is integrated into project schedules, and oversees documentation, testing, and training through acceptance and closeout.
Additional responsibilities may include: providing oversight of the development of engineering design guidelines, design standards, and technical specifications; overseeing the development of technical scopes of work; providing technical oversight on designs from preliminary design through final design and making sure project designs are executed in accordance with our policies and procedures; performing constructability reviews; assisting in resolving technical issues during design and construction; overseeing of the commissioning process and commissioning procedure development tool; overseeing project shutdown requirements during design and construction and coordinate requirements with O&M; and providing oversight on project documentation, safety, risk management, project schedules, change management, cost reduction, shop drawing review and other project-related technical issues.
The Engineering Supervisor will ensure projects are staffed effectively and efficiently to deliver quality projects that meet OC San standards as well as mitigating project impacts with other OC San divisions, outside agencies and the public as necessary. The Engineering Supervisor will also be responsible for developing project resource needs for design, maintenance support, and construction projects; reviewing needs with appropriate management staff; allocating and reallocating resources accordingly; monitoring work activities to ensure compliance with established policies and procedures; guiding staff in professional development; encouraging a high degree of teamwork and cooperation with all departments; and participating in the development of policies and procedures and recommending changes and improvements to engineering processes, services, guidelines, standards and procedures.
Duties also include working closely with the Engineering Manager in implementing staff goals and objectives; establishing optimization strategies and strategic initiatives; participating in the selection of staff, setting staff expectations, developing staff individual development plans, holding staff accountable, providing or coordinating staff training, working with employees to correct performance deficiencies and implementing discipline procedures when necessary.
The Engineering Supervisor will also be responsible for oversight of the most technically complex tasks of the work unit as necessary; overseeing and assisting in the development of technical scopes of work; reviewing highly complex design drawings and detailed design specifications in support of projects in design and construction; providing technical assistance to staff and other divisions and departments and troubleshooting of problems.
This successful candidate will be tasked with preparing reports; presenting to staff; attending and participating in staff meetings; staying abreast of new technology, trends and innovations in the field of engineering; researching emerging products and enhancements and their applicability to OC San needs; and performing other duties as required.
Qualifications & Requirements
The successful candidate will possess:
- Bachelor’s degree from a college or university accredited by the U.S. Department of Education, with major coursework in engineering or a related field.
- Eight (8) years of progressively responsible professional engineering work experience, which may include two (2) years of lead or supervisory experience.
Licenses and/or Certifications:
- Valid California Class C Driver’s License.
- Valid professional engineering (P.E.) registration from the State of California.
Desired
- Experience leading multi-disciplinary teams and integrating commissioning into projects. (The commissioning team regularly interfaces with the contractors, resident engineers, inspectors, project managers, design consultants, systems integration team, and internal engineering team).
- Proficiency with BlueBeam for performing technical reviews and marking up field documents.

PHYSICAL DEMANDS
- Mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various OC San sites, projects, and/or meetings; primarily a sedentary office classification although standing in work areas and walking between work areas may be required; occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information; ability to lift, carry, push, and pull materials and objects up to 35 pounds.
- Mobility to work in changing site conditions; to sit, stand, and walk on level, uneven, or slippery surfaces; to reach, twist, turn, kneel, and bend, to climb and descend ladders.
- Vision to read printed materials and a computer screen.
- Vision to inspect site conditions and work in progress.
- Hearing and speech to communicate in person and over the telephone.
- Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
- Field work requiring frequent walking in operational areas to identify problems or hazards with exposure to hazardous materials in some site locations.
ENVIRONMENTAL ELEMENTS
- Office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances.
- May work in the field and occasionally be exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and/or electrical hazards, hazardous physical substances and fumes, dust, and air contaminants.
- Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
OTHER REQUIRMENTS
- Probationary Period: All OC San employees, except classifications considered “at-will”, are subject to the probationary period provisions as specified in the applicable Memorandum of Understanding, policies, and/or resolutions. Employees who have not yet successfully completed their initial probationary period serve “at-will” and may be released from employment without cause or recourse to any appeal or grievance procedures.
- Pre-Employment: All employment offers are contingent upon successful completion of OC San’s preemployment process, which includes a background investigation, a physical examination, and a drug screen.
- Work Location Assignment: Employees will be assigned to a work location based on business needs which may be located at any/all of OC San locations; this work location may be changed at any time.
