Summary:

The Electrical and Instrumentation Technician performs skilled technical work supporting the operation, maintenance, and reliability of electrical, instrumentation, and control systems essential to District operations. The Electrical and Instrumentation Technician is responsible for electrical and industrial control systems supporting lift stations, pump stations, SCADA systems, and District facilities. This position reports to the SCADA Programmer/Electrical Supervisor and is classified as Electrical and Instrumentation Technician within the Operations Technology Department. The position receives general supervision from the SCADA Programmer/Electrical Supervisor and does not supervise any staff.

Essential Job Functions:

The following examples illustrate the general nature and level of work assigned to this classification. They are not intended to be an exhaustive or exclusive list of all duties that may be required. The District reserves the right to assign additional responsibilities as needed.

·        Perform skilled installation, maintenance, testing, and repair of electrical and electronic systems, equipment, and components for water, wastewater, and recycled water facilities.

·        Install, maintain, and repair motors, lighting, controls, transformers, conduits, MCCs, VFDs, switchgear, panels, pumps, fans, thermostats, and process control instrumentation.

·        Troubleshoot and diagnose electrical and control system issues using meters, analyzers, and related testing instruments.

·        Read, interpret, and update blueprints, schematics, and specifications; ensure compliance with the National Electrical Code, building codes, and safety standards.

·        Communicate effectively with staff, contractors, and vendors; provide responsive, professional customer service.

·        Principles, practices, tools, and materials used in the installation, maintenance, and repair of electrical systems, controls, and related equipment.

·        Electrical theory, codes, and standards, including the National Electrical Code and safe work practices for high- and low-voltage systems.

·        Use and care of tools, testing instruments, and equipment common to the electrical trade.

·        Responds to night and weekend emergency calls as needed.

Electrical and Instrumentation Technician I Qualifications:

·        Possession of a Class C California Driver’s License and a satisfactory driving record.

·        1-2 years of experience in the trade.

·        CWEA Electrical & Instrumentation Grade I is desirable.

Electrical and Instrumentation Technician II Qualifications:

·        Possession of a Class C California Driver’s License and a satisfactory driving record.

·        2-4 years of experience in the trade.

·        CWEA Electrical & Instrumentation Grade 1 required.

·        CWEA Electrical & Instrumentation Grade 2 is desirable.

Physical Requirements:

Performs light to medium physical work that requires working in confined spaces and elevated areas, walking on uneven terrain, climbing ladders, and operating hand and power tools. Must be able to lift, carry, push, and pull materials and equipment up to 50 pounds, with heavier weights handled using proper lifting aids. Requires sufficient vision, color recognition, hearing, and manual dexterity to perform electrical work, operate equipment, and use computers and communication devices. Work is performed both indoors and outdoors in varying temperatures and weather conditions, with exposure to noise, vibration, confined spaces, chemicals, and mechanical or electrical hazards.

Disaster Service Workers:

All Orange County Water District employees are designated Disaster Service Workers through state law (California Government Code Section 3100-3109). Employees are required to complete all related training as assigned, and to return to work as ordered in the event of an emergency.
