Under general direction of the Environmental Compliance Specialist – Water Quality organizes and plans field inspections and surveys related to backflow prevention, cross connections and water pollution. Inspects piping in commercial and industrial buildings, hospitals, multi-family residential units, and restaurants for compliance with ordinances pertaining to backflow prevention, cross connections, and water pollution matters. 

SUPERVISION RECEIVED AND EXERCISED:

Supervision is provided by the Environmental Compliance Specialist – Water Quality.

Essential Job Functions:

The Cross Connection Control Program Coordinator is responsible for developing and administering a Cross Connection Control Program and make recommendations for improvement. Plans, coordinates and administers various day-to-day activities pertaining to a Cross Connection Control Program including scheduling, and inspecting commercial and industrial facilities for compliance with ordinances and related regulations pertaining to backflow prevention, cross connections and water pollution; coordinates, monitors and performs cross connection control activities, including the inspection, testing and certification of backflow prevention devices; develops and maintains the City’s backflow prevention device database; investigates and identifies compliance issues; reviews construction plans; and communicates with regulatory agencies as required. Reads literature and attends classes to remain current on new cross connection control methods and procedures. Perform related duties and responsibilities as required. Regular attendance is an essential function of this position.

Qualification Guidelines:

To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities, and enable the individual to successfully perform the essential job functions of the position. A typical combination is:

Experience and/or Education: 

High School Diploma or GED required. Responsible, journey-level experience in conducting cross connection inspections Experience in maintaining, coordinating and administering a Cross Connection Program is preferred. 

Knowledge of:

Water distribution systems; hydraulics and plumbing systems; applicable State and local laws, rules, building codes, ordinances and related regulations governing backflow prevention, cross connections and water pollution including Title 17 of the Safe Drinking Water Act, and Uniform Plumbing Codes; plumbing techniques, practices and materials; industrial type water systems and sources of contamination and pollution.

Ability to:

Accurately perform a range of water system backflow inspection activities with minimal supervision; conduct a variety of backflow tests; recognize potential backflow problems; organize and maintain accurate and complete records; properly read plumbing plans; deal firmly and tactfully with contractors, property owners and management companies to resolve issues; effectively develop and operate a Cross Connection Control Program and coordinate with other City departments and regulatory agencies; effectively communicate clearly and concisely, both orally and in writing; use a personal computer and a variety of data base and other software to accurately maintain records and files; and establish and maintain effective working relationships with those contacted in the course of work.

Licenses and Certificates:

Candidates must possess a valid Backflow Tester Certificate and a valid Cross Connection Control Specialist Certificate from a California State recognized organization and/or Los Angeles County. Must possess a Grade II Water Distribution Operator Certification issued by the State of California and maintain all required certifications and licenses while employed in the classifications of Cross Connection Control Program Coordinator. Knowledge of recycled water regulations is desired, but not required.

PHYSICAL DEMANDS:

Ability to lift up to 50 pounds or more with assistance; sit, stand, squat, kneel, climb stairs, stoop, and walk for prolonged periods of time; and get from one location to another in the course of doing business.

WORK ENVIRONMENT:

Employee generally works in a standard office setting and outside. Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone and personal service. Employee may travel to different locations and may be exposed to inclement weather conditions, noise, vibration, or dust or potentially hazardous chemicals.

SELECTION PROCESS:

Candidates will be required to pass a City administered pre-employment physical and may be required to pass a thorough background investigation and polygraph examination as part of the Selection Process. Candidates who do not pass will be disqualified and removed from the eligibility list.
