Our team is seeking a skilled Compliance Officer to lead the City’s regulatory compliance efforts across water, wastewater, recycled water, and advanced treatment systems. This program is essential in maintaining environmental sustainability through top talent, resource resiliency, dependability, and system efficiency.
This critical leadership role supports our mission to protect public health and the environment through proactive, science-based compliance with all federal, state, and local environmental regulations. The City’s water, wastewater, recycled and advanced treatment water system includes two drinking water facilities, two wastewater reclamation facilities, and a state-of-the-art advanced water treatment facility.
About the Role
The Compliance Officer is a key member of the team and oversees all aspects of compliance as it pertains to water and wastewater operations, impacts on air and ocean water quality including the industrial waste program. This position leads the regulatory compliance efforts of the Department with only general direction from the Director and Division Managers.
In this role, you will have the opportunity to:
- Oversee and coordinate the City’s regulatory compliance program, ensuring compliance with mandates as well as federal, state, and local regulations.
- Serve as the department’s primary technical expert on matters involving environmental regulations.
- Represent the City in interactions with outside agencies involved in environmental compliance regulation.
- Influence change in official City policy by preparing memos, staff reports, agreements, and documentation for a variety of regulatory issues.
- Supervise a team that is dedicated to environmental stewardship by motivating, mentoring, training, and monitoring performance.
- Collaborate closely with plant operators and field teams to enhance regulatory reporting and monitoring performance.
- Train program staff on new and evolving regulatory requirements.
You’ll also contribute by:
Attending local, regional, state and national regulatory and industry conferences to increase your knowledge on current requirements and share updated findings; and overseeing the more difficult work associated with compliance, enforcement and corrective actions.
Plans, coordinates and manages all water and wastewater regulatory compliance issues within the Water Utilities department; coordinates the organization, staffing and operational activities for the Compliance and industrial waste work group to maintain regulatory compliance; directs, supervises and reviews the work of staff involved in monitoring programs for water, wastewater, wells, ocean water, bio-solids, fuel tanks, generators, landfills, vehicles, pesticide application, toxic solvent storage, diesel fuel and air quality, and initiates actions for compliance and/or retrofitting; writes, reviews or assists in preparing compliance reports for any of the above; communicates with regulatory agencies and acts as liaison with internal staff and representatives from outside agencies involved in environmental compliance regulation, establishes working relationships with regulatory agencies and representatives, interacts and negotiates with regulatory agencies and participates in negotiations to establish monitoring programs and permit conditions; interprets complex environmental topics, regulations, and casework and provides written or oral explanations to City staff or the public; monitors new, proposed or pending environmental compliance regulations, and initiates appropriate actions to assure compliance; attends and reports at hearings, meetings and technical committees as department representative before state and county regulatory agencies; serves as primary technical expert within the department on matters involving regulation, environment; develops position papers and written and oral testimony; maintains permanent records of investigations and actions taken, maintains regulatory and compliance records and databases; conducts field investigations, oversees inspections of all regulated facilities by outside agencies, assuring follow-up and corrective action on any noted compliance deficiencies; train and educate City staff on compliance issues; prepare notices of violation, use monitoring equipment to detect pollutants and con-compliance, inspect sites for potential violations and hazards; attends Commission and Council meetings and makes presentations to City Council, Commissions, community groups and other governmental officials; may prepare and submit grant applications; may administer grant funding and grant-funded projects and services; develop, and administer contract services for environmental projects; review the work of consultants and contractors; investigates accidents and incidents involving environmental compliance issues.
Knowledge of:
- Current federal, California and local regulations affecting regulatory and environmental compliance issues impacting water and wastewater operations and facilities.
- The methods, techniques, operations, and effects of environmental management systems and programs within the City and throughout the region.
- Sources and fate of pollutants, impact of exposure on public or environmental health.
- Basic chemistry, biology and laboratory protocols.
- Techniques for sampling, measuring and analyzing pollutants.
- Regulations for industrial waste and pretreatment programming, activities, monitoring, and reporting protocols
- Methods of regulatory control.
- Modern and complex principles and practices of wastewater sampling and testing.
- Legislation regulating grant administration.
- Methods and procedures used in review, rating, and evaluation of grant applications.
- Principles of supervision, training and performance evaluation.
- Basic principles of effective leadership, supervision and personnel management.
- Principles and practices of management, training and performance evaluation.
- Modern office procedures, methods and equipment including computers and applicable software applications.
- Principles and procedures involved in record keeping, report writing, and professional correspondence.
Ability to:
- Read, understand and relate to others complex rules and regulations and to assess their impacts and summarize them into reports for consumption by a wide audience.
- Read and understand laboratory reports, charts, graphs and mathematical or chemical models or formulas.
- Plan, organize, and manage professional and support staff;
- Complete regulatory permit applications.

Experience and Training
Experience: Three years of increasingly complex experience in California water and wastewater regulatory compliance including regulatory compliance reporting, program administration, environmental monitoring and supervisory experience. Experience in a public agency or utility is highly desirable.
Training: Equivalent to a Bachelor’s degree from an accredited college or university with major course work in biological science, chemical science, environmental science, environmental policy, engineering or a related field.
License: Possession of an appropriate, valid driver license.
Environmental Conditions: Primarily an office environment; exposure to computer screens; public contact; occasional field work, travel from site to site, and exposure to water or wastewater, toxic solvents, materials or fumes, electrical or radiant energy and extreme weather conditions.
Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for sitting for prolonged periods of time; exposure to computer screens, speaking and hearing to exchange information; walking or traversing over various types of outdoor terrain including uneven, unpaved, steep or slippery surface areas; visual acuity to read and interpret reports.
Selection Process: All properly completed applications will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The process may include any combination of a written exam, oral interview, and/or skills assessment to further evaluate job-related qualifications. Candidates who successfully complete the selection process will be placed on an eligibility list and will remain eligible for employment consideration for a minimum of six months.
