 The City of Oceanside is accepting applications for the position of Compliance Officer in our Compliance Program. This program oversees the Oceanside Water Utilities’ overall environmental compliance and is critical to our water, wastewater, recycled and advanced treated water in conjunction with our environmental operations.

The Oceanside Water Utilities Department is an innovative and forward-looking organization whose goal it is to ensure ongoing access to safe, affordable drinking water & reliable wastewater collection & treatment services by maintaining top talent, resource resiliency, dependability, and system efficiency.

 The Department owns and operates two drinking water facilities, two waste reclamation facilities, and a state-of-the-art advanced water treatment facility.

 About the position

The Compliance Officer oversees all aspects of compliance as it pertains to operational water and wastewater impacts on air and ocean water quality including the industrial waste program. This position leads the regulatory compliance efforts of the Department with only general direction from the Director and Division Manager.

Oversee and coordinate the City’s regulatory compliance program and ensure the City complies with mandates as well as federal, state and local regulations.

Serve as our primary technical expert on matters involving regulation

Represent our agency to outside agencies involved in environmental compliance regulation

Affect change in official city policy and by preparing memos, staff reports, agreements and documentation for a variety of regulatory issues

Supervise a team that is passionate about caretaking of the environment motivating, mentoring, training and monitoring performance.

Train program staff on new and dynamic regulatory requirements

Attending local, regional, state and national regulatory and industry conferences to increase your knowledge on current requirements and share updated findings; and overseeing the more difficult work associated with compliance, enforcement and corrective actions.

Experience and Training

Experience: Three years of increasingly responsible water, wastewater, industrial waste/pretreatment, or environmental laboratory regulatory compliance experience.

Training:  Equivalent to a Bachelor’s degree from an accredited college or university with major course work in environmental science, environmental policy, engineering or a related field.
