Chief Water Operator

Reports to:                       General Manager

Supervises:                       All field personnel including Operators I, II, III

Classification:                  Exempt

Purpose:                            The Chief Operator has a D-3 and T2 certification, at a minimum, and a skill set of or exceeding an Operator III, with a high degree of technical knowledge, field experience and the required education as well as possessing a valid California driver’s license. This position spends less than 50% of their time performing non-exempt work such as maintenance and repair of the water distribution and treatment systems, and more than 50% of the time performing exempt or management level work such as supervising, training, evaluating, planning, scheduling, and assisting the General Manager in budget preparation, preparing reports to the Board of Directors.

Compensation:                $104,000 – $133,120 annually

 

The following is a list of major duties and responsibilities for this position along with

certain supportive duties. It is not all-inclusive. Other duties and responsibilities may be

added as needed and in addition, management, as appropriate, may modify this job

description.

 

Essential Duties and Responsibilities:

  1. Supervises and assists in performing the installation, maintenance, and repair of water distribution lines, valves, hydrants, meters, and related infrastructure.
  2. Oversees water treatment processes and ensures compliance with local, state, and federal water quality regulations.
  3. Supervises and/or conducts advanced troubleshooting and diagnostics on water system issues and coordinates appropriate corrective actions.
  4. Schedules and oversees the advance system flushing, valve turning, pressure testing, and hydrant maintenance.
  5. Supervises the collection of water samples for laboratory analysis and interprets test results to identify potential system issues.
  6. Assists with the development and implementation of standard operating procedures and safety protocols.
  7. Provides training, guidance, and field leadership to Operators Levels I, II and III.
  8. Ensures Operators comply with all company policies, coaches as needed; disciplines in conjunction with the General Manager.
  9. Assists General Manager in interviewing new team members by participating in interviews and making recommendations.
  10. With the General Manager, evaluates all field Operators, and conducts formal performance evaluations.
  11. Prepares and maintains accurate records, logs, and reports related to water usage, maintenance, and regulatory compliance.
  12. Interfaces with the public, contractors, and other agencies regarding water service availability, shutdowns, and repairs.
  13. Responds to emergency water system calls, including main breaks, leaks, and service interruptions, during and after regular hours by assigning Operators as needed. Qualifies for Standby duty.
  14. Ensures all work is performed in accordance with Cal-OSHA safety standards and organizational policies, and recommends disciplinary action as needed.
  15. Assists the General Manager in budget preparation.
  16. Assists the General Manager in writing reports to the Board of Directors.

 

Qualifications:

  1. Three (3) years of experience and equivalent to that gained as an Operator I or II.
  2. Possession of T2 and D3 certifications at time of promotion or hire. Must maintain these certifications as a condition of employment.
  3. Advanced knowledge of traffic control procedures and traffic sign regulations.
  4. Advanced knowledge of the 811 process and procedures.
  5. Must be able to establish and maintain effective working relationships with co-workers and those contacted in the course of the work.
  6. Must have High School diploma or equivalent of 12th grade education
  7. Possession of, or ability to obtain, a valid Class C California driver’s license before hiring.
  8. Must be insurable to operate a company vehicle before hire.
