San Gorgonio Pass Water Agency – Chief Financial Officer (CFO)

Are you ready to shape the financial strategy of a dynamic, forward-thinking public agency? The San Gorgonio Pass Water Agency (SGPWA) is seeking an exceptional Chief Financial Officer to provide visionary leadership in finance, administration, and strategic planning. This is your opportunity to be a key partner in ensuring sustainable water management for the growing communities of Calimesa, Beaumont, Banning, and surrounding Riverside and San Bernardino County areas.

As CFO, you will:

  • Oversee all finance programs, including budgeting, accounting, payroll, procurement, and financial reporting.
  • Provide strategic financial guidance on multi-decade revenue streams, debt obligations, and major capital projects such as the Sites Reservoir and Delta Conveyance Project.
  • Collaborate with 28 State Water Contractors and state agencies to influence water policy and financing decisions.
  • Lead human resources, technology, and administrative functions to ensure operational excellence across the Agency.
  • Translate complex financial data into actionable insights for the General Manager and Board of Directors, influencing critical decisions that impact regional water resources.

The ideal candidate is a proactive, highly organized professional with:

  • Mastery of public agency financial management, budgeting, and auditing.
  • Exceptional interpersonal and communication skills to build relationships across stakeholders.
  • Proven ability to manage multiple priorities and projects in a small, collaborative team environment.
  • Visionary leadership to guide strategic financial planning and resource allocation for long-term sustainability.

Qualifications:

  • Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field; a Master’s degree in a related field is highly desirable; and
  • Minimum of 10 years of professional financial experience, including 6+ years in a management capacity. Financial experience in a governmental agency is preferred including budgeting, accounting, auditing, payroll, procurement and reporting, along with long-term financial planning, revenue forecasting, and strategic resource allocation, revenue streams, debit obligations, and major capital projects.
