SALARY RANGE
Construction / Utility Technician I – III: $4,816 – $7,143 Monthly May 23, 2025
- This recruitment is currently open for permanent and limited-term positions; limited-term assignments are not to exceed three years.
- A practical exam is scheduled to be held on Tuesday, June 3, 2025, and formal interviews are scheduled for Wednesday, June 11, 2025.
JOB DESCRIPTION for CONSTRUCTION TECHNICIAN I – III
Employees within the Construction Technician series perform a variety of semi-skilled to advanced-skilled assignments in the District’s Engineering & Water Resources Department, Construction Unit. If placed in this position, employees will perform technical construction and system fabrication-related duties on the district’s water distribution and wastewater conveyance-related pipelines, valves, lift stations, air vacs, hydrants, manholes, and facilities. Employees are expected to be able to work overtime, provide support to other District operational needs, perform Stand-by Duty, and possibly assist surrounding agencies as mutual aid.
EDUCATION/experience
Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary for acceptable job performance related to the above-mentioned duties is qualifying, along with the specific licenses and certifications outlined below:
- High school graduation or equivalent is required for all positions.
- CPR/AED training is required for all positions.
Construction Technician I
- Class-A driver’s license (tanker/combination/airbrakes) and State Water Resource Control Board (SWRCB) Distribution Operator Grade 1 Certification are both required within one year.
- Desired: California Water Environmental Association (CWEA) Collection System Maintenance Grade 1 Certification within one year and SWRCB Treatment Operator Grade 1 Certification within one year.
Construction Technician II
- Three years of experience equivalent to Construction Technician I or three years experience in the pipeline construction field and successful completion of the Construction Technician II exam. Obtaining desired certification can be used to substitute for one year of work experience. Each desired certification can only be used once to substitute for work experience within this series.
- Possession of a Class B driver’s license is required. Class-A driver’s license (tanker/combination/airbrakes) is required within one year. Possession of SWRCB Distribution Operator Grade 2 Certification.
- Desired: CWEA Collection System Maintenance Grade 1 Certification, and SWRCB Treatment Operator Grade 1 Certification.
Construction Technician III
- Three years of experience equivalent to the Construction Technician II or five years of experience in the pipeline construction field and successful completion of the Construction Technician III exam. Obtaining desired certification can be used to substitute for one year of work experience. Desired certification can only be used once to substitute for work experience within this series.
- Possession of Class-A driver’s license (tanker/combination/airbrakes) is required. Possession of SWRCB Distribution Operator Grade 3 Certification.
- Desired: CWEA Collection System Maintenance Grade 1 Certification, and SWRCB Treatment Grade 2 Certification.
JOB DESCRIPTION for UTILITY TECHNICIAN I – III
Under supervision, performs a variety of semi-skilled and skilled assignments in the District’s Wastewater and Water Divisions of Utility Services. If placed in this position, employees will perform construction and maintenance related duties on the District’s water and wastewater related pipelines, valves, lift stations, air-vacs, hydrants, manholes and facilities. Employees must be willing to assume responsibility for 24-hour operations in assigned area of responsibility or to respond to emergency situations in off hours as required.
EDUCATION/EXPERIENCE
The right person for this role will possess the following credentials:
- High school graduation or equivalent.
- Possession of, or ability to obtain within twelve (12) months a valid Class A California Driver’s License and a safe driving record with the following endorsements: tanker, combination, and airbrake
- CPR/First Aid training is required.
Utility Technician I
- When assigned to Water: Must be able to obtain a California State Water Resources Control Board Grade I Water Distribution Operator certificate within one year of appointment and must maintain certification as a condition of continued employment.
- Desired: A California Water Environmental Association Collections System Maintenance Grade I certificate and a California State Water Resources Control Board Grade 1 Treatment Operator certificate.
- When assigned to Wastewater: Must possess a California Water Environmental Association, Collections System Maintenance Grade 1 certificate within one year of appointment and must maintain certification as a condition of continued employment.
- Desired: A California State Water Resources Control Board Grade 1 Water Distribution Operator certificate and a California State Water Resources Control Board Grade 1 Treatment Operator certificate.
Utility Technician II
- When assigned to Water: Must possess a California State Water Resources Control Board Grade II Water Distribution Operator certificate and must maintain certification as a condition of continued employment.
- Desired: A California Water Environmental Association, Collections System Maintenance Grade I certificate.
- When assigned to Wastewater: Must possess a California Water Environmental Association, Collections System Maintenance Grade II certificate and must maintain certification as a condition of continued employment.
- Desired: A California State Water Resources Control Board Grade I Water Distribution Operator certificate.
Utility Technician III
- When assigned to Water: Must possess a California State Water Resources Control Board Grade 3 Water Distribution Operator certificate and must maintain certification as a condition of continued employment.
- Desired: A California Water Environmental Association, Collections System Maintenance Grade 1 certificate and a California State Water Resources Control Board Grade 2 Treatment Operator certificate.
- When assigned to Wastewater: Must possess a California Water Environmental Association, Collections System Maintenance Grade III certificate and must maintain certification as a condition of continued employment.
- Desired: A California State Water Resources Control Board Grade 1 Water Distribution Operator certificate and a California State Water Resources Control Board Grade 2 Treatment Operator certificate is desirable.
