Business Systems Analyst I: $96,441 – $120,551

Business Systems Analyst II: $117,225 – $146,530

About the Position and Department

The Business Systems Analyst may be appointed at either level depending upon qualifications and experience. This position is in the Administrative Services Department, reports directly to the Information Technology Manager, and performs a wide variety of responsible duties in the acquisition, installation, maintenance, integration, and support of applications to enhance the efficiency and effectiveness of District operations and public service delivery; serves as project lead for documenting existing and proposed software/hardware and procedures; and performs special projects requiring independent research, analysis and reporting. The Administrative Services Department is responsible for Geographical Information Systems, Human Resources, Information Technology, Safety and Security, and Purchasing and Facilities, and has a staff of approximately 24 employees.

Examples of Duties

  • Serves as project leader for acquiring, implementing, maintaining and integrating software applications or elements of larger systems enhancements; works with team members to set project priorities, project task lists and time estimates; performs and coordinates the completion of project tasks to meet time, quality and cost expectations; uses project management tools to monitor and report on progress; meets with customers to review project status and resolve implementation, maintenance, and/or integration issues.
  • Implements the IT and District Strategic Plan as it relates to information systems. Establishes priorities for coordination of system technology initiatives to ensure compliance with the strategic direction of the District.
  • Works with vendors and business partners to negotiate contracts, agreements, and supports initiatives to further the business interests of the District.
  • Works with customers and Information Technology staff to define scope, boundaries and deliverables for business applications integration projects; defines, analyzes and evaluates alternative solutions to meet customer systems requirements and business rules; develops requirement documents; assists customers in making desired changes to work processes.
  • Translates user requirements into system specifications; evaluates vendor software packages for fit with customer business or operational requirements; recommends hardware, network and/or software characteristics and requirements; assists in the evaluation and selection of vendors for software applications projects.
  • Defines application data requirements; identifies data sources; diagrams data flow and data entity relationships; develops data models and logical database design specifications; analyzes systems interface requirements for accessing and using enterprise data; establishes security protocols and privileges.
  • Trains customers on applications and vendor software; selects and/or prepares training materials and handouts.

Minimum Experience, Education, and Training Requirements

Both levels require a Bachelor’s Degree in Computer Science, Information Systems, or a closely related field.

Business Systems Analyst I:

Two (2) years of journey-level experience in the implementation, documentation, maintenance and integration of complex enterprise-level business software to include project management and account management; multiple-user training and business process analysis. 

Business Systems Analyst II:

Four (4) years of journey-level experience in the implementation, documentation, maintenance and integration of complex enterprise-level business software to include project management and account management; multiple-user training and business process analysis. 

This is a salaried, exempt position.
