The City of Oceanside is seeking an experienced and compassionate leader to lead the day-to-day operations of our Water Utilities Department.  The new Assistant Water Utilities Director will report directly to the Water Utilities Director. DEFINITION

Under general supervision, manages personnel, facilities, and equipment for the operation and maintenance of the City’s water and wastewater treatment plants; checks programs for compliance with state and federal standards; monitors operations and budgets, and develops policy and procedures; coordinates activities with utility divisions, City departments, and outside agencies or organizations; provides professional, administrative and technical support to the Water Utilities Director; and performs other related duties as assigned.

Examples of Duties

Establish and lead the overall objectives, operating principles and work practices of staff. Oversee implementation of all activities, including water distribution, wastewater collection and treatment, recycled water, and groundwater programs, as well as critical infrastructure projects. Supervise and coordinate the operation and maintenance of water and wastewater facilities. Coordinate closely with staff regarding water pollution source control activities and regulations. Ensure the City’s compliance with all Federal, State, and local regulations pertaining to areas of responsibility including environmental and safety. Work cooperatively with federal, state and regional entities regarding areas of responsibility. Oversee negotiations and development of joint projects and multi-agency agreements with other federal, state and regional entities. Ensure that approved capital improvement projects are implemented on schedule and on budget. Coordinate activities with other divisions within the department and other City departments, divisions and outside agencies. Research and prepare complex technical and administrative reports and recommendations on water utility issues. Prepare the Capital Improvement Program and operating budgets. Evaluate, negotiate and recommend professional services agreements and construction contracts. Select, mentor, develop and supervise professional, technical and administrative staff, fostering a culture of continuous improvement and excellence. Evaluate employee performance and take corrective action as needed to ensure maximum efficiency and productivity. Prepare City Council and Committee communications, including reports and presentation materials. Make presentations to various elected and appointed bodies, including City Council, committees, commissions, as well as to community groups and outside agencies. Assist in explaining and interpreting division policies and proposals to City officials, other agencies and the public. Champion the implementation of sustainable initiatives in the City’s water resources programs. Build and maintain positive work relationships with co-workers, other City employees and the public using principles of customer service excellence and perform related duties as assigned.

Experience and Training

Experience: Five (5) years of experience directing or administering utilities operations, including at least three (3) years supervising professional level staff. Municipal experience is preferred.

Training: A bachelor’s degree or higher in business/public administration, engineering, or a closely related field.

OR An A.A. degree or equivalent with seven (7) years of related experience including work in a management capacity.
