Under general direction of the Director of Technology, helps to plan, organize, integrate and direct the work of the Information Technology department; develop and update relevant policies; direct process improvement analyses; oversee the reliability and security of the organization’s technology infrastructure including telecommunications, business networks, enterprise resource planning (ERP) application, Supervisory Control and Data Acquisition (SCADA) system, Computerized Maintenance Management System (CMMS) and help desk support; provide expert professional assistance and guidance to management on the usage of applications and technology to meet business needs and to support District operations; and fully supervises subordinate staff. Work is broad in scope and requires seasoned judgment with a high degree of initiative and independence.

Essential Functions

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific duties does not exclude them from the position.

  1. Direct information technology staff and consultants engaged in the support, maintenance, security and improvement of work processes through the development and maintenance of the ERP software, networks, telecommunications systems, SCADA system, CMMS system, and a wide variety of hardware and software applications utilized to meet District business and operating requirements. 
  2. Work with department managers to ensure cost-effective, high-priority solutions to their needs and develop long-term technology strategies, policies and standards; work with staff to prioritize application enhancements and reporting requests; regularly monitor project status and systems performance to ensure results are consistent with customer expectations.
  3. Plan, organize, integrate and evaluate the work of assigned staff; develop, implement and monitor work plans to achieve goals and objectives; develop and monitor performance against the annual department budget; develop, implement and evaluate plans, work processes, systems and procedures to achieve annual goals, objectives and work standards. 
  4. Participate in the formulation and implementation of departmental policy, planning and strategic development; lead and direct staff and outside consulting resources in the development and application of new methods and processes to achieve higher efficiency, quality and innovation in department work processes.
  5. Responsible for directing the development of IT standards, technology architecture, policies/procedures and IT governance process.
  6. Provide technology vision and leadership to District executives and managers to achieve business objectives; work with District staff to evaluate current and anticipated information systems; work with executives to prioritize applications development, technology and infrastructure upgrade requests; recommend approaches and action plans that will produce optimal return on District technology investments.
  7. Direct the design, development, implementation, maintenance and system administration of enterprise software, SCADA and CMMS systems, wireless communications systems, radio and telecommunication systems; oversee the development and maintenance of systems security to ensure system and data integrity.
  8. Oversee staff responsible for District-wide network administration including enterprise-level server hardware, operating system software, key enterprise applications such as email and messaging, data storage technologies, account and access management and associated systems, protocols and processes that support the District’s technology environment.
  9. Direct, plan and coordinate technology system upgrades and the installation, implementation and conversion to new applications and related hardware; consult with manufacturers’ representatives to define equipment needs; perform analyses and present proposals for major purchases of software; recommend the selection of vendors; negotiate with vendors for the purchase of software and specialized hardware; administer contracts and ensure conformance with contract terms and conditions.
  10. Plan and develop short- and long-term plans for hardware and software upgrades; work with District managers to prioritize network, communication and desktop equipment upgrades and expansions; manage overall progress on multiple information technology projects to ensure conformance with schedule and budget, user expectations and District standards.
  11. Provide consulting and expert technical information, guidance and support to other departments as needed.
  12. Direct and participate in administering major applications databases and design of data conversion processes; resolve issues in application quality control and testing processes and implementation of applications in the production environment.
  13. Monitor technology developments in areas of responsibility; analyze proposed state and federal laws, regulations and court decisions for their impact on District practices and operations; recommend and implement policy and procedure changes consistent with legal and regulatory requirements.
  14. Participate in decisions regarding hiring, discipline, and promotion of subordinates; review performance evaluations prepared by subordinates; prepare performance evaluations for direct reports; provide employee performance feedback and counseling; exercise authority for the Department’s personnel actions consistent with District policies and other applicable rules and regulations.
  15. Direct the design, development, implementation, maintenance and system administration of the District’s cyber security systems and tools to protect and defend the District’s data, staff, and customers including developing and implementing short- and long-term cyber security strategies based on best practices.
  16. Provide presentations to staff, Board of Directors, and other stakeholders to communicate and implement information technology directives and strategies.
  17. Attend evening and weekend meetings as required.
  18. Perform other related duties and special projects as assigned. 

Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills and abilities (KSAs) may be qualifying. A typical way to obtain the KSAs is:

  1. Must maintain a valid California driver’s license and a safe driving record.
  2. Equivalent to a bachelor’s degree from an accredited college or university in management information systems, information technology, computer science or a closely related field.
  3. Minimum of ten years of progressively responsible experience in the design and development of information systems, including five years of supervisory and management duties.
  4. Desired Licenses/Certifications: Information Technology Infrastructure Library (ITIL); Certified Information Systems Security Professional (CISSP); Project Management Professional (PMP) or similar certification.

Physical Qualifications

Must be able to effectively communicate orally and in writing with the District’s Board of Directors, District management, staff, and the public in face-to-face, one-on-one and group settings; regular use of a telephone for communication; use of office equipment such as a personal computer, copier and facsimile machines; sit and/or stand for extended time periods; hearing and vision required to be within normal ranges; carry, push, pull, reach and lift up to 25 pounds; read at, above, and below shoulder height; occasionally stoop, kneel or crouch; sufficient manual dexterity required to operate equipment; position requires travel by automobile to conduct District business.
