ABOUT THE POSITION: 

The Water Reuse Operations Manager is a full supervisory-level class that exercises independent judgment on diverse and specialized water reuse system operations work with accountability and ongoing decision-making responsibilities associated with the work. Incumbents are responsible for planning, organizing, supervising, reviewing, and evaluating the work of assigned staff. Incumbents provide technical support to the Water Reuse Superintendent in a variety of areas. Performance of the work requires independence, initiative, and discretion within established guidelines and scope of practice.

THE IDEAL CANDIDATE:

We are seeking an experienced and dedicated Water Reuse Operations Supervisor to join our closeknit and operationally independent Operational team. The ideal candidate will have extensive experience in operating recycled water distribution and storage systems and a deep understanding of recycled water regulatory compliance.

The ideal candidate will be a dynamic manager with strong supervisory and communication skills, who enjoys overseeing operational personnel, promoting staff development, and implementing effective operational strategies daily. The ideal candidate will be able to demonstrate how important thorough documentation is to problem diagnostics and system evolution.

The ideal candidate will also demonstrate exceptional customer service skills and possess a high degree of comfort handling unique operational conditions. The ideal candidate will see the importance of building positive relationships with stake holders and collaborating effectively with various internal teams and regional partners.

Examples of Duties and Responsibilities

ESSENTIAL DUTIES

  • Plans, organizes, assigns, supervises, and reviews the work of water reuse operations staff responsible for operating and monitoring a low-pressure recycled water distribution network and a high-pressure pipeline system delivering water through the Santa Rosa Geysers Project; trains staff in work procedures; evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action; assists in selection and promotion.
  • Participates in the development of goals, objectives, policies, and procedures for assigned services and projects; recommends and implements policies and procedures including standard operating procedures.
  • Monitors activities of the water reuse operations section; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.
  • Inspects work in progress and completed work of assigned employees and contractors for accuracy, proper and safe work methods and techniques, and compliance with applicable standards, regulations, and specifications.
  • Serves as a liaison for and coordinates assigned functions with other City departments, divisions, and outside agencies; confers with engineers, contractors, the public, other department and City staff regarding capital projects and operational problems. 
  • Participates in annual budget preparation; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors and controls expenditures. 
  • Supervises the operation, monitoring, and adjustment of recycled water distribution and discharge facilities, infrastructure, and equipment to efficiently distribute recycled water to agricultural customers and urban recycled water wholesale customers, as well as to the Geysers Pipeline Project; recommends processes to improve operational efficiencies.
  • Develops operational forecasts, including supporting annual volumetric allocations of recycled water for urban, agricultural, and Geysers customers.
  • Provides project support for a variety of water reuse system projects including conducting field inspections.
  • Oversees regulatory compliance and reporting as required by the state and federal mandates and regulations. 
  • Manages pond storage levels and oversees episodic discharge events, including ensuring water quality monitoring equipment inventories are properly maintained.
  • Inspects infrastructure and facilities for safety issues, operational and structural integrity, and possible future work projects; provides recommendations to management and participates in planning of future projects and work.
  • Researches, writes, or oversees the preparation of accurate and complete technical, administrative, and regulatory reports, correspondence, spreadsheets, presentations, and other written documents; presents reports and information as needed.
  • Ensures work areas are maintained in a clean and orderly condition, including securing equipment and tools at the close of the workday; monitors, controls, and maintains inventory and storage of supplies and equipment.
  • Oversees the completion and maintenance of logs and records of work performed and materials and equipment used.
  • Receives and responds to public inquiries and complaints by initiating, overseeing, and monitoring investigations and communications; implements appropriate responses and corrective actions as necessary to resolve issues in a timely manner in consultation with the Reclamation Superintendent.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of water reuse systems and processes.
  • Prepares, plans, and executes responses to reclamation system emergencies, including but not limited to potential contamination and/or reclamation system disruptions.
  • Ensures staff compliance with all City and mandated safety rules, regulations, and protocols.
  • Performs related duties as required.

Required Qualifications

Knowledge of: 

  • Principles and practices of employee supervision, including work planning, assignment review and evaluation, discipline, and the training of staff in work procedures.
  • Principles and practices of leadership.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.

  • Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
  • City and mandated safety rules, regulations, and protocols.  
  • Principles and procedures of record keeping, report writing, and preparation of correspondence.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff.

Experience and Education:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: 

Experience: Six (6) years of increasingly responsible experience performing water distribution operations work, including one (1) year of lead or supervisory experience; Education: Equivalent to the completion of the twelfth (12th) grade 

Licenses/Certificates: 

  • Must possess a valid US driver’s license upon date of application. Must obtain California driver’s license following hire date per California DMV regulations. 
  • Possession of a Water Distribution Operator Grade II (D2) Certificate issued by the State Water Resources Control Board (SWRCB) to be maintained throughout employment; and possession of, or ability to obtain within six (6) months of appointment, a valid Water Distribution Operator Grade III (D3) Certificate issued by the SWRCB to be maintained throughout employment; OR 
  • Possession of a Water Distribution Operator Certificate Grade I (D1) issued by the SWRCB to be maintained throughout employment; and possession of, or ability to obtain within six (6) months of appointment, a Water Distribution Operator Grade II (D2) Certificate issued by the SWRCB to be maintained throughout employment, AND one of the following:
  1. An Advanced Water Treatment Certificate of any level issued by the California Water Environment Association;
  2. A Wastewater Operator Certificate of any level/grade from the SWRCB; OR
  3. A Water Treatment Certificate of any level/grade from the SWRCB.

PHYSICAL DEMANDS 

When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information.

 

When assigned to the field, must possess the strength, stamina, and mobility to perform medium to heavy physical work; to sit, stand, and walk on level, uneven, or slippery surfaces; frequently reach, twist, turn, kneel, bend, stoop, squat, crouch, grasp, and make repetitive hand movement in the performance of daily duties; possible entry into confined spaces and the use of confined entry equipment, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle to visit various City sites; hearing to hear warning devices; color vision to monitor equipment; and vision to inspect site conditions and operate equipment. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to operate and maintain tools and equipment. Employees must possess the ability to lift, carry, push, and pull materials and objects averaging a weight of 50 pounds, or heavier weights, in all cases with the use of proper equipment and/or assistance from other staff.

 

ENVIRONMENTAL CONDITIONS 

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees also work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

WORKING CONDITIONS 

City employees are expected to work varying work schedules, weekends, evenings, and holidays, and may be called back to work, as required to accommodate the City’s needs.
