Salary Range: Utility Worker I: $61,676-$80,180/year / Utility Worker II: $71,400-$92,820/year

GENERAL PURPOSE

Under general supervision, performs a variety of semi-skilled and skilled tasks in the construction, installation, maintenance, repair and operation of the District’s water distribution system, and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS 

Utility Worker I ‒ This is the entry-level class in the Utility Worker series. Initially, positions in this class usually have little or no related work experience. The Utility Worker I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incum­bents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Utility Worker II ‒ This is the journey-level class in the Utility Worker series and is distinguished from the I level by the assignment of a full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the appropriate certification is obtained and incumbents demonstrate the ability to perform the full scope of duties.

This class is distinguished from Senior Utility Worker and that the latter classification performs the most difficult and responsible types of duties assigned to classes within this series and provides technical and functional lead oversight to assigned staff.

ESSENTIAL DUTIES & RESPONSIBILITIES

The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this class.

·       Performs semi-skilled and skilled duties related to the construction, installation, service, maintenance and repair of mains, service lines and related appurtenances used in the storage and transmission of potable water; chlorinates and disinfects new pipeline installations.

·       Sets up traffic control including signs and barricades and directs traffic around worksites; excavates concrete, pavement and dirt and sets up concrete forms as necessary; backfills open trenches and completes surfaces “to finish” as appropriate.

·       Works in vaults and other confined spaces, utilizing proper safety techniques and equipment in accordance with District safety policies and procedures; lifts and removes vault lids, ventilates vaults and performs vault repairs.

·       Operates a variety of light to heavy equipment and utilizes tools in a safe and effective manner.

·       Maintains, rebuilds and adjusts distribution system pressure-regulating stations; ensures pressure zones and stations are operating correctly; rebuilds valves and components; collects pressure data and performs flow tests and pressure checks; makes pressure and flow adjustments as directed.

·       Installs, maintains, repairs and replaces water meters and automated meter reading system devices; responds to customer calls and complaints involving water leaks, pressure and water-quality issues and water use/meter-reading concerns; takes and confirms accurate water meter readings; makes adjustments or re-settings. Collects water samples and performs field analysis of water system quality.

·       Distributes and places doorhanger tags as notification regarding nonpayment and related matters and scheduled and/or emergency shutoffs; performs meter rereads, disconnects and reconnects.

·       Reads and interprets utility system maps and blueprints, including Underground Service Alert marking and notification.

·       Documents and maintains a variety of records and reports regarding system operations, shutdowns and maintenance and meter exchange and repair.

·       Builds and maintains positive customer-focused service processes and working relationships with coworkers, other District employees and the public using principles of good customer service.

·       Performs standby duty and follows the standby duty procedures, including the response time require­ment of 60 minutes.

·       Observes safe work practices and ensures that proper safety practices and procedures are followed.

·       Responds during emergency situations, as required, including those occurrences after normal work­ing hours.

QUALIFICATIONS

EDUCATION AND EXPERIENCE

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying.

Utility Worker I ‒ A typical way to obtain the knowledge and abilities would be graduation from high school or GED equivalent and some experience in construction work; or an equivalent combination of training and experience.

Utility Worker II ‒ A typical way to obtain the knowledge and abilities would be graduation from high school or GED equivalent, and two years of experience in a water distribution utility equivalent to the SFID Utility Worker I classification plus the ability to obtain a State of California Department of Public Health Water Distribution Operations Certificate, Grade 2 (D2).

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS:

A valid California driver’s license and the ability to maintain insurability under the District’s vehicle insurance program.

Utility Worker I ‒ Possession of a California Department of Public Health Water Distribution Operators Certificate, Grade 1 (D1) within 12 months of appointment.

Utility Worker II ‒ Possession of a California Department of Public Health Water Distribution Operators Certificate, Grade 2 (D2).
