The Role: As the Senior Management Analyst for Recruitment, you will play a pivotal role in ensuring a seamless and effective recruitment process that attracts top talent, especially for hard-to-fill and unclassified positions. This highly visible role is integral to the success of our recruitment team, as key stakeholders—including HR leadership, Unit Managers, and Valley Water-wide Executive Level Leadership—will rely on you for careful planning, meticulous reporting, and actionable insights.

 

In addition to handling critical recruitments, you will lead Valley Water’s diversity outreach initiatives, implement process improvements, and support key Board-directed projects. In this role, you will need to be responsive, proactive, and always ready to address complex recruitment needs. You must possess a deep understanding of Valley Water’s operations, anticipate customer needs, and maintain the highest level of personal integrity and professionalism.

 

Key Responsibilities include, but are not limited to:

• Attention to Detail & Metrics: Ensure recruitment metrics and reports are accurate and insightful, supporting data-driven decisions. Use Excel to create detailed reports that are easy to present and interpret by leadership.

• Customer Service: Provide exceptional customer service to internal stakeholders, ensuring you are responsive, available, and anticipate issues or questions before they arise.

• Leadership & Team Collaboration: Lead the recruitment team in executing high-level and hard-to-fill positions, providing mentorship and clear direction. Collaborate across departments and with external recruitment firms to ensure the agency’s staffing needs are met.

• Diversity & Inclusion: Drive diversity outreach initiatives and implement strategies that reflect the diverse community Valley Water serves.

• Process Improvement: Continuously analyze and improve recruitment processes, identifying areas for efficiency and innovation, including the use of new recruitment technologies.

• Project Management: Lead and support various recruitment projects, including pilot programs such as blind screening and employee referral initiatives.

• Integrity & Judgment: Exercise impeccable judgment when interacting with staff, leadership, and candidates. You must understand what motivates others and be able to quickly assess their needs.

Ideal Experience:

• Minimum of 5 years of experience in full-cycle recruiting or human resources, with a strong ability to manage high-level, hard-to-fill recruitments.

• Demonstrated success in delivering high-quality reports, metrics, and process improvements in fast-paced environments.

• Experience leading diversity initiatives and recruitment outreach efforts in a public sector or similar setting.

• Strong track record in anticipating recruitment challenges, providing proactive solutions, and ensuring flawless execution.

 

Ideal Skills and Abilities:

• Exceptional organizational skills with a focus on detail, accuracy, and the ability to manage multiple priorities simultaneously.

• Analytical mindset, with the ability to present complex data in clear, actionable reports.

• Strong interpersonal skills, with the ability to mentor staff, collaborate across departments, build trust with leadership and leverage on-call recruitment firms.

• Excellent verbal and written communication, with the ability to engage with stakeholders at all levels, including presenting to the Board.

• Highly responsive, proactive, and always available to address urgent recruitment needs.

 

Ideal Knowledge:

• Comprehensive knowledge of full-cycle recruiting processes, executive recruitment, and recruitment technologies.

• Proficient in Excel and other reporting tools, with the ability to create detailed, presentable reports that drive decision-making.

• Familiarity with labor laws, Memorandums of Understanding (MOU), and best practices in public sector recruitment.

• Expertise in evaluating and implementing recruitment programs, such as blind screening and employee referral initiatives.

 

Ideal Training and Education:

• Bachelor’s degree from an accredited college or university in human resources, public administration, business administration, or a related field.

• SHRM or PHR certification is a plus.

 

Required License or Certificate

Talent Acquisition & Career Pathways Unit (Position Code 742)Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date. This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite.
