The Safety Officer is responsible for planning, organizing, coordinating, and executing comprehensive safety management programs for the San Diego County Water Authority. They recommend measures to ensure compliance with safety, health, and environmental regulations, provide guidance to Water Authority staff on safe work practices and hazard elimination, and maintain essential health and safety program records.

 The ideal candidate will excel at fostering strong working relationships among team members through the Water Authority’s safety programs. As a key member of the Risk & Safety team, the Safety Officer will report to the Risk & Safety Manager and collaborate with various departments to develop, oversee, and ensure the success of the Water Authority’s safety initiatives. The candidate should possess a deep understanding of safety regulations, experience in creating solutions to protect employees, and expertise in writing effective safety programs. Practical experience in managing safety programs, auditing workplace safety systems, and mitigating hazards is essential. Additionally, the candidate should be skilled in developing utility-specific training programs. Success in this role requires excellent communication skills, the ability to translate technical terms, and the capacity to motivate staff at all levels to adopt proactive safety measures.

 Qualification Guidelines

 A Bachelor’s degree from an accredited college or university with major course work in occupational health, safety engineering or a closely related field supplemented by five years of increasingly responsible experience in developing or administering employee health and safety programs, preferably in a governmental agency.

Licenses and Other Requirements

  • A valid California Class C driver’s license and the ability to maintain insurability under the Water Authority’s Vehicle Insurance Policy.
  • A Certified Safety Professional (CSP), Certified Occupational Safety Specialist (COSS), Construction Health and Safety Technician (CHST), or similar safety designation is desirable.
  • Certifications issued by American Water Works Association (AWWA) and other recognized industrial safety organizations on topics relevant to the Water Authority’s safety training and safety management programs are highly desirable.
