THE OPPORTUNITY:

The Agency is seeking collaborative and detail-oriented individual with a keen eye for safety to serve as its next Safety Analyst. The individual in this role will be responsible for developing, monitoring and implementing Agency policies, procedures and programs to comply with regulatory requirements and to ensure the safety of all staff at the Agency. The successful candidate will be an exceptional communicator with the ability to work in a high paced environment.

THE POSITION:

Under general supervision, assists in developing and coordinates the implementation of occupational health and safety programs to meet applicable regulations and compliance requirements; serves as liaison to federal and state regulatory agencies; advises managers on occupational health and safety compliance strategies; oversees workers’ compensation reporting; and performs related duties as assigned.

 

DISTINGUISHING CHARACTERISTICS:

A Safety Analyst performs professional duties administering the Agency’s health and safety program and workers’ compensation program to ensure compliance with applicable workplace safety and environmental regulations, including timely completion of mandatory training requirements by all applicable employees. The incumbent is expected to independently coordinate Agency-wide health and safety programs, projects and activities and perform assigned duties with initiative, independence and judgment.

Employees in this class typically report to the Safety Officer.

Safety Analyst is distinguished from Safety Officer in that an incumbent in the latter class is responsible for developing safety policies and programs and ensuring the Agency is in compliance with all federal, state and local regulations.

The Inland Empire Utilities Agency (IEUA) secures and supplies supplemental water; collects and treats wastewater; produces high quality renewable products such as recycled water, compost and energy; and promotes the sustainable use of groundwater and development of local water supplies. IEUA serves approximately 935,000 residents in a 242-square mile service area in western San Bernardino County, California. As a regional wastewater treatment agency, IEUA provides sewage utility services to seven contracting agencies and provides wholesale imported water to seven retail agencies. IEUA owns and operates four facilities specializing in regional water recycling services. The facilities take in approximately 50 million gallons of wastewater per day for treatment, producing high-quality recycled water. IEUA also manages the recharge of recycled, storm and imported water through the Chino Basin Groundwater Recharge Program and coordinates regional water-use efficiency and education programs. IEUA is committed to meeting the needs of the region by providing essential services in a regionally planned and cost-effective manner while safeguarding public health, promoting economic development and protecting the environment.

Job Requirements:

EDUCATION, TRAINING, AND EXPERIENCE:

Graduation from an accredited four-year college or university with major coursework in occupational health and safety, environmental engineering or a related field, and at least five years of progressively responsible experience in administering employee health and safety programs; or an equivalent combination of education, training and experience. Experience in a public agency is preferred.

LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:

A valid California Class C driver’s license and the ability to maintain insurability under the Agency’s vehicle insurance program.

HAZWOPER certification is desired.

Certified Safety Professional is desired.

Certifications issued by American Water Works Association (AWWA) or recognized industrial safety organizations on topics relevant to conducting specific safety training courses and responding to hazardous materials and waste operations and incidents is desired.
