Job Description:
The Project Manager oversees the New Mexico Water Service capital program and also participates in identifying and implementing operational enhancements in the New Mexico service areas. The Project Manager oversees, manages, and supports all capital related activities for New Mexico water and wastewater systems including project tracking, scheduling, minor design development, and design review for New Mexico Water Service and is the liaison for all capital related inquires, reports and data requests. The Project Manager also oversees, manages, and supports water resource management, infrastructure assessments and capacity development, and assists in ensuring compliance with local, state, and federal regulations for New Mexico Water Service’s water and wastewater systems. This position also supports New Mexico’s Safety program. The Project Manager provides engineering and technical input for enhancing operations, implementing process improvements, and addressing operational issues for both the water and wastewater systems. The Project Manager also supports New Mexico Water Service during the rate-making process, and collaborates with staff to develop annual capital and operating budgets. This position reports to the New Mexico Water Service General Manager. This position is located in Belen, NM.
ESSENTIAL FUNCTIONS:
• Responsible for developing plans, permits, schedules and budgets for all capital related activities, including coordination, planning, design, cost estimating, permitting, contracting, inspecting, and construction close-out to ensure adherence to project scope, schedule and budgets and drives rate recovery strategies to ensure capital project completion goals.
• Collaborates with Operations, Engineering, Water Quality, Environmental and Safety, Rates, and other company departments to deliver capital projects.
• Responsible for ensuring projects are prepared and in appropriate condition to transition to Construction Accounting for “unitization” to include, operation of PowerPlan, PeopleSoft Financials and other systems.
• Prepares documentation regarding construction testing and inspections; adheres to Company quality objectives and makes recommendations to certify projects as complete.
• Provides oversight on all capital construction activities including developer funded capital additions.
• Provides oversight and supports water resource management including planning, water supply assessments, and budgeting.
• Undertakes or leads infrastructure and capacity assessments to determine long range needs for infrastructure replacement or capacity additions.
• Helps ensure compliance with local, state, and federal regulations for New Mexico Water Service’s water and wastewater systems, and coordinates with, communicates with, and engages New Mexico regulatory agencies and their staff. Reports on same to corporate functional leads on a regular basis.
• Exercises a high level of technical expertise in preparing written and oral reports for management, customers, agencies, councils and commissions.
• Collaborates in the evaluation, determination, and selection of appropriate treatment processes associated with capital projects.
• Working closely with operations staff, provides engineering and technical input for enhancing existing operations and treatment processes.
• Working closely with operations staff, recommends and helps implements process improvements that reduce energy consumption, chemical usage, man-hours, or other costs.
• Working closely with operations staff helps identify, troubleshoot, and make recommendations to resolve operational issues for both the water and wastewater systems.
• Oversees capital budget preparation, including cost estimates and justifications, and budget summaries for rate case submission.
• Assists in the development of long-range vision, mission, and strategic planning processes.
• Prepares planning and technical documents, reviews engineering plans and specifications.
• Conducts meetings and public presentations.
• Represents New Mexico Water Service to external organizations.
• Oversees safety program.
• Assists the General Manager in all aspects of utility planning and capital related activities.
• Attends meetings and training as directed by Company.
• Participates in and supports the Company’s Continuous Improvement program.
• Perform other similar duties as assigned
MINIMUM QUALIFICATIONS:
• Bachelor’s degree in Engineering or related field and/or equivalent relevant experience.
• Three years of experience working in the utility or similar industry in a management or project management role.
• Valid State of New Mexico Driver License (within three months of hire).
DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
• Knowledge of supervisory principles, practices, and techniques.
• Knowledge of water and wastewater system engineering, construction, operations, and maintenance.
• Knowledge and ability to use Microsoft Office applications to create spreadsheets, presentations, and Word documents.
• Knowledge and ability to implement Company design standards regarding water distribution, treatment, production, and pumping.
• Knowledge and ability to understand hydraulic modeling and water quality parameters.
• Thorough knowledge of project management, including project bidding, budget, and contract negotiations processes.
• Knowledge and ability to comply with all safety and security procedures, processes, and practices to ensure employee health and well-being.
• Knowledge and ability to respond to water and wastewater system outages and water quality emergencies.
• Ability to effectively work with regulatory agencies through the establishment of strong professional relationships.
• Ability to communicate well with others, both verbally and in writing, using both technical and non-technical language.
• Possess skills to be adept with engaging with the media and presenting to large audiences.
• Demonstrated ability to lead, manage, and motivate employees.
• Demonstrated commitment to providing outstanding customer service.
• Good problem-solving and troubleshooting skills.
• Flexible and able to prioritize work.
Salary Range: $68,200 – $122,900
