DEFINITION
Under general supervision, implement, verifies, input data, and maintain Computer Maintenance Management System (CMMS) and Geographic Information System (GIS), asset management analysis and program development; and performs other work as required.
CLASS CHARACTERISTICS
This is a single-position class that performs specialized technical work in maintaining CMMS. Position performs the full range of duties as assigned, working independently, applying well developed skills, and exercising judgment and initiative. This position performs assignments with the ability to analyze and recommend alternatives in solving job problems and work productively in the absence of a supervisor. This class is distinguished from the Utilities & Maintenance Manager in that the latter has management responsibility for all utility and maintenance, safety, and asset management functions, projects, and activities of the Agency.
ESSENTIAL FUNCTIONS
- Ground-level implementation and execution of a Asset Management Program to ensure that M1W assets are properly identified, funded, maintained, operated, replaced, and monitored to achieve established service levels at the lowest life cycle costs.
- Performs field audits to verify assets, equipment identification, and ensure maintenance tasks are accurate to increase data integrity.
- Serves as the O&M subject matter expert for the Computerized Maintenance Management System (CMMS). Provide CMMS training for M1W personnel, maintain associated databases, work order systems, key performance indicators, reporting and report generation; coordinate with the IT on programing, web authoring, database design in the development of reports and other upgrades and as needed for operating software developing spreadsheets or other reports and for general effectiveness of the position.
- Use the CMMS to track work orders, evaluate efficiency and effectiveness of equipment repairs, evaluate equipment conditions and life cycle costs, and maintain and track inventor.
- Performs highly responsible technical work providing planning, scheduling, and coordinating services to support the maintenance and repair of water & wastewater treatment plants and ancillary pumping.
- Maintain Agency GIS and work with consultants to implement changes, as necessary.
- Determines best practices for recording corrective work performed at individual facilities and work with team members to ensure such work and associated costs are completed.
- Identifies maintenance trends and recommend improvements and modifications to equipment, maintenance activities and operations, and materials/stores procurement and inventory management.
- Examine task instructions for similar equipment and standardize tasks as much as practicable.
- Reports based upon CMMS data and benchmarks set by Utilities & Maintenance Manager as needed; gathers completed and open PM reports and associated costs monthly for O&M reporting; identifies overdue PMs on specific equipment and works with supervision to determine soonest possible resolution; supports internal and external stakeholders with information gathered in the field or through CMMS .
- Builds and maintains positive working relationships with co-workers, and the public using principles of good customer service.
- Participate in budget preparation.
- Works with other departments on projects and tasks as assigned.
- Maintains accurate records and files of work performed and materials and supplies used.
- May work unusual hours, shifts, and be available for standby duty.
- Responds to emergency calls and assist maintenance personnel as required.
- Participates in and executes assigned duties from cross functional teams.
Knowledge of:
- Principles and effective use of Computerized Maintenance Management System (CMMS) and Geographic Information System (GIS).
- Asset Management concepts related to water/wastewater facilities.
- Equipment, tools, and materials used in maintenance activities and services related to assigned facilities, equipment, and systems.
- Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
- Basic principles and practices of budget and capital improvement program development, administration, and accountability.
- Principles and practices of contract administration and evaluation.
- Safety practices, procedures, and equipment pertaining to work.
- Record keeping principles and procedures.
- English usage, grammar, spelling, vocabulary, and punctuation.
- Techniques for providing a high level of customer service to public and Agency staff, in person and over the telephone.
Ability to:
- Accurately utilize CMMS, GIS, and other similar software to create reports.
- Perform a variety of specialized work assignments requiring knowledge of plant and related facilities, systems, and equipment.
- Implement and maintain store room inventory programs with personnel.
- Read, interpret, and work from sketches, schematic diagrams, and equipment manuals.
- Apply and interpret laws, rules, codes, and regulations relating to maintenance and repair work.
- Maintain equipment records.
- Maintain manual and automated logs, records, reports, and charts.
- Establish and maintain a variety of filing, record keeping, and tracking systems.
- Organize own work, set priorities, and meet critical time deadlines.
- Operate modern office equipment including computer equipment and software programs.
- Effectively communicate in person, over the telephone, two-way radio, and in writing.
- Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
- Establish and maintain effective working relationships with those contacted in the course of the work.
- Pass Agency physical examination, which may include pre-employment assessment of safe work capacity in comparison to the essential job functions for the position.
Required Education and Experience:
Equivalent to the completion of the twelfth grade and five (5) years of progressive experience in advanced asset management principles and techniques, including preliminary design evaluation and implementation of results and/or five (5) years’ experience managing a CMMS associated with water/wastewater facilities.
A Bachelor’s degree in engineering, environmental science, or other relevant field is preferred along with (2) years’ progressive experience in advanced asset management principles and techniques, including evaluation and implementation of results.
Licenses and Certifications:
- Possession of a valid California Motor Vehicle Driver’s License and be insurable with the Agency’s insurance at the standard rate and continue to meet established driving standards as a condition of employment for this position.
- Persons employed in this classification are required to participate in Agency provided training to acquire basic First Aid and Cardiopulmonary Resuscitation (CPR) certificates during the initial 12 months of employment and continued maintenance of valid certificates as a condition of employment for this position.
- Ability to obtain a valid California 40-hour Hazwoper Certificate during the initial 12 months of employment and continued maintenance of a valid certificate as a condition of employment for this position.
