The City of Oceanside is accepting applications for the position of Management Analyst within the Administrative & Capital Projects section of the Department. This opening is designed for someone passionate about data analyses, systems optimization, and program administration.
About the position
Are you a problem-solver with an interest in data analysis and process optimization looking for your next opportunity to excel? Look no further. In this role, you will work closely with data from the City’s Advanced Metering Infrastructure (AMI) program. AMI is an Internet of Things (IoT) network designed to capture and transmit water usage data. This data, can, in turn, be used to provide recommendations and solutions for cost and water savings. The AMI Analyst is responsible for implementing, monitoring, evaluating, maintaining, and enhancing all aspects of the AMI system and operations, in addition to other related software applications within the Water Utilities Department. The Analyst will identify system improvement opportunities to maximize system utilization and functionality and will act as an expert point of contact for system users. They will be responsible for developing and maintaining user manuals and documentation on all systems related to AMI, Customer Information System, and related metering interface software.
The Analyst in this role may also be expected to perform many other administrative and financial functions of the utility. This Management Analyst is intended take on a variety of projects and programs with an emphasis on problem-solving, trouble shooting, and program oversight.

Support many functions of the Water Utilities Department ranging from long-range strategic planning to daily operational analysis.
Work under the direction of the Principal Management Analyst, Principal Water Engineer, and Department
Director, alongside the management team to identify and resolve problems and improve processes.
Primary lead on managing and maintaining relationships with vendors, support services for software, equipment maintenance, and service requests including outages, repairs, replacements, and programmatic fixes. Work on special projects, such as technology management and optimization, as required for the Department. Develop, maintain, and report systems performance metrics to users, management, and other departments including the City’s Information Technology and Finance departments.
Experience and Training
Experience: Three years of progressively responsible administrative, budgetary or analytical experience. Experience in administering programs in a governmental jurisdiction is highly desirable.
Training: A Bachelor’s degree from an accredited college or university in public administration, economics, business administration or a related field. A Master’s degree is highly desirable.
License: Possession of, or ability to obtain, an appropriate, valid driver’s license.
