Management Analyst
GENERAL PURPOSE
Under general supervision, performs highly varied, complex and responsible professional analytical, administrative, statistical, policy and other management and legislative analyses in support of District activities, functions and programs, which may include those related to water use regulations; represents the District in meetings with other government agencies, elected officials, business and community organizations, customers and the public; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
A Management Analyst provides complex research and analytical support to members of the District’s executive team. The employee performs assignments requiring the exercise of experienced independent judgment in selecting study approaches and analytical techniques appropriate for achieving overall management objectives. Projects may be highly varied and include policy and procedures analysis and development, legislative analysis, data compilation and other areas. The incumbent may represent the District, following policy guidance, in meetings with other governmental agencies, elected officials, business and community organizations, customers and the public for a variety of purposes. Work requires strong organizational and research skills, demonstrated business analysis capabilities and critical thinking and communication skills, as well as the ability to integrate ideas and effort to achieve expected results. The employee is required to exercise sound, independent judgment and sensitivity to the community impact of communications and interactions on behalf of the District.
ESSENTIAL DUTIES & RESPONSIBILITIES

· Plans and independently carries out varied and difficult analytical, administrative, management and other studies in accordance with policy and procedural guidance to achieve expected results; analyzes a variety of issues and alternatives and prepares reports of study conclusions, findings and recommendations; selects appropriate methods for collecting and analyzing often conflicting and ambiguous data from multiple sources, including customer data; utilizes sound analytical methods to reach independent conclusions and recommendations; presents study results to management; coordinates or participates in developing and implementing program or functional goals and objectives.
· Drafts a variety of written materials, including fact sheets, speaking points, presentations, position papers, research reports, graphics materials, board reports and correspondence, often of a highly sensitive nature; may draft assigned articles for external publication.
· Monitors and analyzes new and proposed legislation and regulations applicable to areas of assignment and researches impacts on District operations and customers; presents recommendations on actions needed to ensure compliance with new legal and regulatory requirements.
· With guidance from senior management, represents the District in meetings with other governmental agencies including both San Diego and Orange County LAFCOs, elected officials, business and community organizations and customers; may assist the Public Communications Officer in organizing special events; represents the District at community events, workshops and homeowner association meetings.
· Work independently and as part of a team on programs, projects and activities. Conducts research on potential grant opportunities and may participate in developing grant applications for funding.
· Receives and responds to inquiries from customers, vendors, and public regarding water use efficiency and related rebates, explains programs, requirements and procedures to customers, gathers information to identify issues and problems, and recommends appropriate follow-up actions or solutions.
· Collaborates with Public Communication Officer in planning and conducting water conservation education and outreach events; researches, interprets, and implements projects related to water use efficiency, in accordance with local, state, and federal laws and regulations.
· Builds and maintains positive customer-focused service processes and working relationships with co-workers, other District employees and the public using principles of good customer service.
· Perform assigned duties while observing District safety policies and procedures and following safe working practices.
