POSITION SUMMARY
The Department of External Affairs represents and advocates for the District’s strategic interests at the local and regional levels, as well as in statewide and federal forums, seeking opportunities for relationship-building and the pursuit of mutual goals. The Department’s overall goal is to embed the District into wider conceptions of the Ventura County region, inform the community of the critical role Calleguas has played in the region for seven decades, and share its focus on the future.
The mission of the department is realized through two primary realms: legislative advocacy and public education/engagement. The Management Analyst position will assist with the research, analysis, relationship building, and logistics of these two main activities, seamlessly transitioning between both on a regular basis.
Under the direction of the Manager of External Affairs, the Management Analyst performs a wide variety of complex administrative and analytical duties and oversees assigned administrative processes and programs.
ESSENTIAL DUTIES AND RESPONSIBILITIES

General
- Collect, compile, and analyze complex information from various sources on a variety of specialized topics related to assigned programs.
- Prepare reports that present and interpret data, identify alternatives, and make and justify recommendations.
- Provide staff assistance and support to assigned managerial staff.
- Participate in special projects and studies, including complex research of programs and policies.
- Perform other duties as assigned.
Public Affairs Activities
- Draft media advisories and releases
- Organize community / media events
- Organize Calleguas tours for elected officials and other stakeholders
- Attend community events on behalf of Calleguas
- Act as a liaison with public and private organizations, community groups, and social organizations
- Work with other departments on development of collateral materials and social media engagement
- Develop internal and external communications channels
- Monitor media coverage on items of interest to District Board and staff
- Develop ideas proactively for potential media coverage
- Assist management with presentations
- Assist with communications during an emergency
Legislative Affairs Activities
- Analyze and track federal and state legislation and regulatory proposals, making recommendations for engagement
- Draft position letters on legislation
- Review and recommend coalition advocacy participation requests
- Organize all aspects of Calleguas-led Regional Legislative Group meetings
- Seek opportunities for state / federal funding of Calleguas projects
- Assist in coordination and execution of meetings with legislative staff

- Requires sitting, standing, bending, reaching, talking, and hearing, in person, in meetings, and by telephone.
- Requires manual dexterity and the use of hands and fingers to handle and feel sufficient to operate a District vehicle, computers, and standard office machines such as calculators, telephones, copiers, and scanners.
- Requires normal range of hearing. Specific vision abilities required by this job include close and distance vision and the ability to adjust focus. May require lifting up to 25 pounds.

SPECIAL REQUIREMENTS
- Possess a California Motor Vehicle Operators License and proof of a good driving record, i.e., a driving record provided by the DMV showing less than 2 points assessed in the last 36 months and/or no serious or multiple traffic violations or accidents or failure-to-appear notices within the last 36 months.
- Agree to authorize background reference checking with past employers and personal references.
- Agree to submit to and pass the District’s pre-employment, post-offer medical examination performed by a physician chosen and paid-for by the District.
EDUCATION AND EXPERIENCE
A Bachelor’s degree from an accredited college or university with major coursework in political science, public administration, or a related field. A Master’s degree in Public Administration or Public Policy is desirable.
Preferred Professional Background (must meet at least one of the following):
- Former staff member to an elected official
- Experience working in media and / or public outreach
- Familiarity with California water policy
